Plan International is seeking to fill the role of Senior Monitoring and Evaluation Specialist.

Responsibilities
- Develop and lead the implementation of the Imagine project monitoring and evaluation plan, including planning all necessary data collection and analysis protocols, sampling strategies, basic tools and systems data
- Oversee the project management information system with the main data collection tools and platforms working harmoniously with partners
- Oversee and directly contribute to the development and implementation of monitoring and evaluation tools and systems in order to improve the capacity to collect, interpret and aggregate data to monitor tangible and measurable progress towards the results of the project
- Lead the development of appropriate research in accordance with prioritised learning objectives
- Develop and lead the design, implementation and supervision of evaluation, survey and other components of the programme monitoring and evaluation system produced externally
- Develop quantitative and qualitative gender transformative methods and appropriate participatory methodologies to monitor the quality of the programme in terms of performance and results
- Design appropriate feedback mechanisms to indicate to partners whether the approaches implemented by the project are effective
- Lead the monitoring and evaluation team and provide training to staff and other key stakeholders on monitoring and evaluation components in project design
- Contribute to a collaborative, learning and adaptation approach throughout the project
- Design a programme learning plan, ensuring the results of all monitoring, evaluation and survey activities are fed into the project and disseminated to stakeholders and consortium partners for ongoing programme adjustments
- Submit all required project reports on time and of high quality, including documentation of success stories, data analysis for calculation of indicators, summary of qualitative results
- Collaborate closely with the counterparts of officials from the Ministry of Education who work on education management information systems, Plan International Canada, Plan International Mali and members of the consortium
Requirements
- Master’s degree in International Development, Social Sciences or a related field with a solid background in quantitative and qualitative research methods
- Ability to set up a robust monitoring system and database and monitor programme quality through a web-based, remotely accessible management information system
- Knowledge of statistical software packages
- Eight years, minimum, of professional experience, including five years of experience leading monitoring and evaluation teams of major international programmes
- Ability to use monitoring and evaluation results to guide programme adjustments to maximise project effectiveness
- Ability to lead a team of monitoring and evaluation managers
- Experience in education projects, preferably second cycle basic education, methodologies for out-of-school children is an asset
- Necessary I.T., database, statistical software and analytical skills, especially in areas related to monitoring and evaluation
- Collaboration experience, creativity and willingness to innovate
- Strong presentation and training facilitation skills
- Fluency in English and French
