Chemonics is seeking applications from eligible applicants for the post of Chief of Party.

Responsibilities
- Provide overall project leadership, management, technical direction, and guidance to team members and consultants to achieve targeted results and impact
- Serve as the project’s primary point of contact with USAID, other donors and institutions, implementing partners, the Ivoirian Ministry of Health, technical agencies, and other stakeholders
- Ensure alignment and harmonisation with other programming where appropriate, including public/private sector partnerships
- Oversee development and monitoring of annual workplans, monitoring and evaluation plans, technical reports, and budgets and coordinate partner efforts in project implementation
- Ensure interventions reflect high technical quality and are in line with the project’s scope of work, and findings and recommendations from external evaluations are addressed in a timely fashion
- Ensure all operations are in compliance with USAID rules and regulations, Chemonics policies, and Ivory Coast national regulations
- Oversee budget implementation and financial management, working closely with the project’s financial leadership
- Ensure the project’s preparedness for USAID audits
Requirements
- Master’s degree in Public Health, Epidemiology, Neglected Tropical Diseases, Social Sciences, Medicine, International Development, or Management, or a comparable advanced degree in a related field
- Knowledge of and experience with malaria preferred
- Ten years, minimum, of experience as chief of party, deputy chief of party, programme director, or equivalent experience in designing, implementing, and managing large, complex health programmes in a developing country context
- Experience in Africa and particularly West Africa preferred
- Experience in coordinating with national and local government agencies, civil society organisations, and other international development groups
- Ability to navigate politically sensitive terrain
- Knowledge of and experience with USAID policies, procedures, and approaches on public health programme design, implementation, budgeting, and monitoring and evaluation
- Experience in managing USAID cooperative agreements, including programmatic evaluations, financial audit, and programme closeout
- Excellent oral and written French and English communication skills
