United Nations International Children’s Emergency Fund (UNICEF) is seeking to fill the role of Humanitarian Affairs Officer.

Responsibilities
- Coordinate implementation of Humanitarian Strategy and Action Plan of Egypt country office
- Coordinate inputs to update annual humanitarian action for children appeal in coordination with programme sections
- Support the development of the Country Office Emergency Preparedness and Response Plan, gathering information on best practices and monitoring compliance with minimum preparedness standards
- Finalise/update EPP as and when necessary
- Attend and represent UNICEF Egypt in interagency and partner forums, including, but not limited to, the interagency working group, inter-sector working group, North Sinai coordination committee, emergency management team and the emergency task force
- In the event of an emergency, assist in implementing initial operational tasks, collecting reliable information to verify the nature and extent of the emergency
- Inform senior management and relevant colleagues of such information
- Draft Sitrep for deputy representative’s review and clearance
- Facilitate effective humanitarian contribution management through monitoring of fund allocations and utilisation in line with donor conditions
- Build and maintain UNICEF’s partnerships with national counterparts, and other development partners, in support of resource mobilisation for humanitarian programme
- Ensure timely submission of donor reports by gathering of information, consolidation, and ensuring compliance with donor conditions regarding utilisation of funds
- Prepare humanitarian funding proposals for donors within their portfolio in coordination with relevant programme sections
- Provide briefing notes and talking points for senior management meetings (covering both regular and humanitarian programme) with donors, partners, UNICEF RO and HQ
- Carry out any other business as required by the country office
Requirements
- University degree in International Relations, Political Science, Communications, International Development, or a related field
- Two years, minimum, of professional experience in public affairs, programme development/management, resource mobilisation, external relations, or another relevant area
- Experience in humanitarian programming, writing donor reports, briefing notes and talking points
- Work experience in emergency preparedness or working in a humanitarian/emergency context (highly desirable)
- Experience in the preparation of humanitarian appeals, emergency preparedness and response plans will be a plus
- Fluency in Arabic and English (verbal and written)
