The International Labour Organisation (ILO) is seeking applications from eligible applicants for the post of National Project Officer.
The mission of ILO is to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.
Responsibilities
- Support the project coordinator in the management and effective implementation of all project activities through timely provision of inputs, planning, monitoring and evaluation of activities, and the efficient delivery of results
- Support the preparation and presentation of work plans, periodic narrative progress reports, technical and financial reports, donor reports, expenditures status reports and budget revisions
- Prepare and technically align the implementation agreements with the project consortium partners and other contractual partners; and provide technical support and supervision in the activities carried out
- Assist in ensuring the timely payment of partners
- Support the project coordinator in organising project meetings, donor meetings and meetings with government officials
- Liaise with government officials on behalf of the project in order to gain approvals, endorsements and attendance for project activities
- Prepare correspondence with project partners and stakeholders (in both English and Arabic)
- Lead and coordinate the project’s high-level working group meeting
- Write minutes of meetings and support the project coordinator in any other project-management-related task
- Support the project coordinator to build collaborations with project partners, relevant national stakeholders, including governmental institutions, employers and workers’ organisations, non-governmental organisations, UN agencies in pursuance of the project’s objectives and ILO’s mandate
- Ensure that activities under all project outcomes are implemented in a technically sound manner
- Draft terms of reference (ToRs), purchase orders and implementation agreements for service providers, consultants, and implementing partners; coordinate their activities and ensure timely and high quality delivery of outputs
- Ensure that service providers align with monitoring and evaluation requirements and support proper monitoring and evaluation and development, and draft of media success stories
- Support the project coordinator in monitoring, evaluating, and reporting on the project’s results and activities, building on information systems to ensure effective and timely progress and delivery
- Undertake regular and ad hoc visits to project implementation sites in order to monitor and ensure quality delivery and compliance to the ILO standards and policies
- Effectively manage the project in the absence of the project coordinator
- Perform other relevant duties as assigned by supervisor
Requirements
- University degree (bachelor’s degree or equivalent) in Development Studies, Education, Economics, Social Science, Management, or a related field
- Three years, minimum, of relevant professional experience within the international development context
- Experience and knowledge of skills development, employability and youth entrepreneurship
- Field work and experience coordinating with local, national and other key stakeholders
- Familiarity and work experience with the ILO or other UN agencies will be an added advantage
- Excellent command of written and spoken English and good knowledge of Arabic
