The International Labour Organisation (ILO) is seeking applications from eligible applicants for the post of National Project Coordinator.
The mission of the ILO is to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.
Responsibilities
- Coordinate and execute project activities including research and analysis on decent work challenges and opportunities in the fisheries supply chain and the impact of Covid-19
- Monitor progress of the project by drafting workplans and monitoring activities
- Support the technical officer in the preparation of the required periodic progress reports on the status of activities
- Assist in the programming and control of resources of the project, and prepare budget estimates and expenditure forecasts by analysing and monitoring expenditure as compared to planned activities, making recommendations for remedial action
- Identify problems, propose solutions and actions
- Supervise the work of the project’s external collaborators
- Ensure adherence to the ILO rules and regulations for financial and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the project activities in Namibia
- Organise meetings of the national tripartite advisory committee and other relevant workshops and events with constituents and key project partners
- Participate in and represent ILO in conferences, seminars, workshops, training sessions and meetings as required by the ILO country office
- Speak on behalf of the project when attending gatherings alone
- Undertake missions to project sites independently or with others
- Brief ILO staff and visiting officials, consultants and project partners and provide relevant information on decent work opportunities and challenges in the fisheries supply chains in Namibia
- Draft or translate documents, press releases, official correspondence, statements and speeches and other public information materials
Requirements
- First level university degree in Law, Engineering, Architecture, Economics, Public Policies, Development Studies, or a related field
- Two years, minimum, of professional experience at the national level in the area of project management, implementation, monitoring and evaluation
- Proven experience in working effectively with government bodies in charge of policy making and with development partners
- ILO or UN experience in a relevant field will be a plus
- Experience in training, capacity building, and decent work in the fisheries supply chain will be a plus
- Knowledge of programme and budget, project administration and evaluation concepts and procedures
- Knowledge of the mandate and structure of labour market institutions in Namibia
- Knowledge of the financial rules and regulations used by international organisations or public administration
- Strong analytical skills and ability to justify requirements and approaches to problem resolution
- Good drafting skills
- Good ability to interpret project information, identify and analyse problems with implementation
- Ability to communicate effectively orally and in writing
- Ability to work effectively with a multicultural and interdisciplinary team
- Excellent command and knowledge of English
- Good knowledge of another official language of the duty station
