International Labour Organisation (ILO) has opened applications for the role of National Officer, Labour Intensive Construction.

The mission of the ILO is to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.

Responsibilities

  • Advise implementing partners in the identification, planning, and implementation of infrastructure projects under EPWP in a manner that increases and optimises labour intensity and quality of work
  • Assist in preparation of background information, programme briefs, periodical technical reports, and statistical data on baseline and country context to support the design and implementation of public-work projects
  • Assist in developing relevant guidelines, handbooks and publications
  • Participate in the development of training curriculum and teaching materials for selected categories of training as well as in setting up demonstration sites
  • Support in organising and conducting of all EPWP training activities including awareness/training seminars, workshops and meetings
  • Tender documents in compliance with EPWP/LIC requirements
  • Provide technical support in the monitoring of selected infrastructure projects
  • Provide technical support to practitioners and officials of institutions implementing the EPWP
  • Support EPWP technical advisors in the provision of support and mentoring to emerging service providers and  contractors in project planning, design and supervision as well as realigning of project activities to EPWP and LIC principles
  • Provide necessary technical support and mentoring to emerging entrepreneurs
  • Attend and actively participate in programme/project meetings as delegated by the ILO country office director and the CTA
  • Support research activities and studies that contribute to optimisation and mainstreaming of the use of employment intensive methods in the infrastructure sector
  • Ensure the visibility of ILO and the EPWP in all project activities and actively participate in resource mobilisation for similar projects
  • Present accepted peer-reviewed papers at relevant seminars and conferences
  • Assist in preparing periodic and ad hoc reports on the status of the ILO technical assistance to EPWP and interventions in the infrastructure sector
  • Perform other relevant duties as required

Requirements

  • Bachelor’s degree or equivalent in Economics, Environmental Economics/Engineering, or a related field
  • Qualification in Natural Resources Management, Climate Change, or a related discipline with expertise in social analysis will be added advantage
  • Three years, minimum, of professional experience in infrastructure, construction, environmental sector, economic and social development planning or a related area
  • Experience in the EPWP and, in particular, implementing programmes within Limpopo EPWP will be an asset
  • Excellent command of English
  • Ability to speak at least one of the local languages is an asset
