The World Health Organisation (WHO) is seeking applications from eligible applicants for the post of Technical Officer.

The primary role of WHO is to direct and coordinate international health within the system of the United Nations.

Responsibilities

  • Provide specialist technical expertise to the work of the Department in the area of performance assessment and monitoring to facilitate the planning, management and assessment of integrated clinical services in particular for effective primary health care
  • Contribute to the development of guidance on assessing and monitoring service quality and patient safety
  • Conduct the development of tools to identify community health needs and barriers to timely access to services, including perceptions and knowledge
  • Provide technical expertise and analytical inputs into the development of primary health care performance results frameworks
  • Serve as the technical reference among the peer community, UN agencies and other stakeholders at the technical levels in the respective area of expertise
  • Liaise with and utilise partnerships in other UN agencies, donor, or research institutions in health systems performance assessment to position the technical area of work and implementation into global and/or National policies
  • Represent the programme area of work at WHO technical meetings
  • Perform all other related duties as assigned

Requirements

  • Advanced university degree (master’s or above) in Epidemiology, Public Health or a related degree
  • Training in advanced statistical methods and programme evaluation
  • Doctoral degree in Health Statistics, Epidemiology, Quantitative and Qualitative Research
  • Seven years, minimum, of experience in epidemiology, health system performance, programme monitoring and evaluation at the national and international levels
  • Demonstrated experience in conducting health system and primary health care performance measurement and analysis at national and international levels
  • Experience in monitoring and evaluating health programmes, including practical experience at country level
  • Sound knowledge of country level situations with regard to monitoring and evaluation of health services performance
  • Excellent knowledge of primary health care measurement methods including in-depth understanding of best practice indicators for assessing people centered health care including quality and safety
  • Strong skills in the area of epidemiological and statistical analyses
  • Excellent communication skills
  • Expert knowledge of English
  • Intermediate knowledge of French
