The United Nations (UN) is seeking applications from eligible applicants for the post of Humanitarian Affairs Officer.

The UN is an intergovernmental organisation that aims to maintain international peace and security, develop friendly relations among nations, achieve international cooperation, and be a centre for harmonising the actions of nations.

Responsibilities

  • Provide support to humanitarian operations in the country
  • Monitor, analyse and report humanitarian developments, disaster relief/management or emergency situations in assigned area
  • Organise and prepare studies on humanitarian, emergency relief and related issues
  • Organise follow-up work, including inter-agency technical review meetings to support policy development work and decision-making on important issues
  • Draft and prepare regular situation papers/reports highlighting relevant operational factors affecting the humanitarian situation and response efforts
  • Prepare or contribute to the preparation of various written reports, documents and communications, e.g., draft sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc
  • Assist in the preparation, implementation and monitoring of the office’s humanitarian workplan usually expressed in the humanitarian needs overview (HNO) and the humanitarian response plan (HRP)
  • Ensure appropriate monitoring and reporting mechanisms
  • Provide information and advice on a range of related issues
  • Review and provide advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance
  • Partner with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure latest findings, lessons learnt, policy guidelines, etc., are incorporated into these activities, including gender-related considerations
  • Provide substantial support to sector/cluster working groups as required and facilitate exchange on cross cutting issues
  • Establish and maintain contacts with government officials, other UN agencies, non-governmental organisations, diplomatic missions, media, etc
  • Support advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, the media, etc
  • Manage the production of appeals for international assistance
  • Ensure the proper use and spending of donor contributions channelled through OCHA
  • Undertake and provide support to technical assistance and other field missions
  • Organise and participate in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters

Requirements

  • Advanced university degree (master’s degree or equivalent) in Political Science, Social Science, International Studies, Public Administration, Economics, Engineering, Earth Sciences, or a related field
  • First-level university degree with two years of qualifying experience may be accepted in lieu of the advanced university degree
  • Five years, minimum, of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area
  • Humanitarian experience in emergency situations
