Plan International is seeking applications from eligible applicants for the role of Head of Programme (Strategy).

Responsibilities
- Co-lead the design and overall development of the new country strategy for Plan International Egypt (PIE), ensuring alignment with the revised global strategy as well as providing technical support
- Play a lead role in periodic reviews within the context of the global programme quality and influencing policy framework to ensure all key strategies, policies and plans pertaining to CS and global strategy are in place and updated
- Work with the programme teams at country office and field level to support the embedding of Plan International’s global approach to programming and influencing with strong emphasis on gender equality and transformation
- Build and oversee managerial accountability with particular attention to overall programme design, alignment with influencing priorities, effective partnerships, monitoring and evaluation and integration of the child sponsorship commitments
- Ensure organisational strategic objectives, as provided in the CS, are achieved, and that appropriate benchmarks, targets and performance indicators are established and monitored
- Promote new programming innovations and identify opportunities for national scale-up through documentation and promotion of best practice models
- Oversee the timely production of high-quality project concept notes and proposals
- Ensure all major institutional donor compliance requirements from a programme perspective are fully adhered to
- Conduct regular monitoring visits to field locations as a key measure to improve programme quality
- Strengthen the strategic focus of PIE in responding to humanitarian crisis including Syrian and African refugees in the country
- Ensure all PIE sponsored communities are involved in the design and delivery of programmes through all key stages of the programme cycle, working with the sponsorship manager and head of programme, implementation
- Lead and see through PIE’s annual planning process, working in tandem with the PIE country office programme departments, other country office-based departments and the field offices
Requirements
- Qualification in Development, Sociology, Economics, or a related field
- Five years, minimum, of progressive experience as a development professional in similar management and senior management roles
- Track record in driving change and enabling high performing teams, with the ability to lead, motivate and develop others
- Knowledge of development issues, trends, challenges and opportunities and their implications for sustainable community development, particularly in the context of Egypt and the Middle East
- Good level of Knowledge of key programme areas, including economic empowerment, child and youth safeguarding, gender equality, civil society strengthening and disaster risk management, with focus on refugees as well as a sound understanding of integrated development issues and the ability to conduct a critical analysis of some of the structural causes of child poverty
- Experience and understanding of the concepts of sustainable community development and participatory approaches and practice in development interventions
- Proven understanding of ‘gender in development’ concepts and the promotion of girls’ rights in the context of relevant international conventions and the Sustainable Development Goals (SDGs)
- Knowledge of Egypt, the geopolitical factors affecting child poverty in the country, and the political, social and environmental opportunities for change
- Knowledge of Arabic will be advantageous
- Knowledge of the requirements of donor compliance and financial management
- Knowledge of programming in difficult environments with good understanding and appreciation of the historical, security context, political environment, economic, social/religious and humanitarian context in Egypt or a comparable environment
- Knowledge of effective participatory monitoring, evaluation and research systems and processes
- Knowledge of key influencing tools, approaches and techniques
