The World Health Organisation (WHO) is seeking to fill the position of Programme Management Specialist.

Responsibilities

  • Coordinate strategic dialogue as part of the strategic and operational planning for the country office, working closely with different technical teams
  • Provide advice to the head of the WHO office and senior staff on the implementation of the planning and monitoring approach anchored in the country cooperation agreement at the country level
  • Work closely with the health policy advisor or specialist to promote integrated approaches and cross-programme collaboration in the entire results-based management cycle that is anchored in the country’s cooperation strategy
  • Manage the planning, inclusion of critical programme performance measures, monitoring, analysis, and reporting of programme initiatives for the country office for quality results and strategic decision-making, including in emergency settings
  • Coordinate the overall results-based management of the country office, including grants management, budget, work planning, and resource allocation
  • Collaborate with resources mobilisation focal point on resource mobilisation activities
  • Ensure appropriate use of funds, especially the thematic funding and specified voluntary contributions
  • Organise various programme management meetings, capacity-building programmes, and relevant activities, guiding and ensuring follow-up on agreed action points with relevant stakeholders
  • Develop flexible and innovative solutions to support WHO’s outbreak and health emergency operations in line with the standard operating procedures of the incident management system
  • Manage implementation of flexible and creative solutions to deficiencies in the head of the WHO office management processes
  • Manage the capacity-building programme or initiatives of the country office on all processes and tools for managing results

Requirements

  • University degree in Public Health (candidates with a university degree in Business or Public Administration, Social Sciences or a related field may apply provided they have five years, minimum, of relevant work experience in an international health organisation from an accredited/recognised institute
  • Specialised training in planning, results-based management and/or project management will be an asset
  • Knowledge of WHO planning, budgeting and monitoring framework will be an asset
  • Knowledge of the WHO emergency response framework will be an additional asset
  • Five years, minimum, of related experience at national and international levels in programme management in a public health context
  • Relevant experience working with the WHO, other UN agencies, or health-sector international organisations in planning, monitoring and evaluation
  • Experience in emergency settings will be an asset
  • Excellent knowledge of English
  • Working knowledge of French or another WHO official language will be an asset
  • Demonstrated knowledge of Microsoft Office applications, including MS Word, Excel, and PowerPoint
  • Knowledge of automated planning tools will be an asset
