United Nations International Children’s Emergency Fund (UNICEF) is seeking to fill the position of Policy Specialist (Child Safeguarding).

Responsibilities
- Represent PFP’s positions as they relate to all child safeguarding matters across the organisation, within UNICEF and with national committees, and otherwise as agreed
- Provide authoritative expert child safeguarding advice, guidance and technical support, as well as develop and facilitate training to national committees
- Complete related reporting informed by UNICEF’s context and the legal contexts within each country
- Provide authoritative expert child safeguarding advice, guidance and technical support, as well as develop and facilitate training to the PFP Division and to other parts of the organisation as agreed to strengthen and support implementation of UNICEF’s child safeguarding framework
- Complete related reporting informed by UNICEF’s context
- In line with the global organisational child safeguarding developments, conduct child safeguarding research and propose new policies, procedures, standards, guidance and information materials informed by UNICEF’s regulatory context
- Identify and report on a regular and timely basis of emerging risk areas and advise on opportunity/threat mitigation measures to be adopted
Requirements
- Advanced degree in Social Work, Law, Human/Child rights or a related field
- First degree in a relevant field combined with ten years of professional experience (demonstrable experience with a clear commitment to continued professional development in the field of child safeguarding) may be accepted in lieu of the advanced degree requirement
- Eight years, minimum, of authoritative expertise in child safeguarding and progressively responsible professional work experience in organisational child safeguarding, including knowledge and understanding of safeguarding standards and rights-based approaches to working with children
- Experienced designing and working with all aspects of child safeguarding frameworks, including mechanisms for planning, risk management, queries, complaints and reporting in international and different national contexts
- Demonstrated experience of developing policy documents, guidance and capacity building materials
- Demonstrated experience of developing and delivering interactive, participatory training
- Strong interpersonal and communication skills
- Strong organisational, strategic, or analytical skills
- Ability to work independently and within a team, as well as in consultation with a wide range of stakeholders, and follow established policies and procedures
- Experience in project management, communications and knowledge management (desirable)
- Fluency in English
- Excellent spoken and written English, including excellent policy writing and editing skills
- Additional knowledge of official UN languages (Arabic, Chinese, French, Russian and Spanish) is desirable
