Plan International is seeking to fill the role of Security Advisor.

Responsibilities
- Analyse the parameters of the working environment by assessing the nature of the threats and Plan International vulnerabilities in relation to the country security situation
- Collect necessary data and information to develop a comprehensive security risk assessment
- Monitor political, social, economic and military situation and identify trends relevant to security situation
- Contribute to the development of a safety and security culture within the mission by addressing and helping staff to address safety and security-related issues
- Ensure security planning becomes an integral part of day-to-day operations and is integrated into the development of future programmes including appropriate budgeting
- Assist with the strategic and operational analysis and assessments, and with the refinement of programme strategies
- Perform security risk assessments or evaluation missions to the field and regularly review safety and security procedures according to Plan International security policy and SOPs
- Ensure the country office meets minimum standards and complies with policies and procedures
- Develop appropriate SOPs depending on the nature of specific threats such as UXOs, landmine, I.T., or for cash management
- Ensure safety and security dimensions are factored into all operational activities such as programming (including budget), advocacy and communication
- Develop a network of contacts among local actors to facilitate Plan International work and enhance the security of its operations
- Coordinate amongst all actors (state, military, UN, NGO, civil society, etc.) on all matters pertaining to safety and security
- Ensure timely and accurate reporting of safety and security incidents
- Identify staff safety and security training needs and coordinate them, ensuring staff members have the necessary equipment and are able to use them accordingly
- Ensure project proposals and operational plan budgets include safety and security plans
- Ensure all incoming visitors receive the travel security advisory in advance before travelling and that appropriate security briefing and information are given upon arrival in the country
- Ensure all staff understand and fulfil individual and collective responsibilities for safety and security
- Supervise and enforce (including disciplinary action) compliance with safety and security standards and procedures
- Create and maintain a network of contacts (INGOs and NNGO’s, embassies, civil society, etc.)
- Monitor the international, national and local media
- Keep an incident database
- Create and maintain a mapping representation system of the security and context evolution information
- Prepare reports and/or make presentations on security context analysis and (in)security developments
- Identify, investigate, or resolve security breaches
- Update the country team with the most relevant security-related information
- Prepare a weekly, monthly and year security report related to the evolution of context and incidents
- Prepare and disseminate the relevant security alerts and warnings
Requirements
- Degree in International Humanitarian Law, Security Management, Logistics, Disaster Risk Management, Duty of Care, Compliance, or a related field
- Verbal and written communication skills
- Five years, minimum, of experience in humanitarian sector
- Ability to work independently and as a team member who demonstrates leadership and is able to support and train local and international staff
- Ability to communicate clearly and sensitively with internal and external stakeholders as a representative of Plan International
- Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions
- Awareness and sensitivity to gender and diversity
- Knowledge of the minimum standards for child protection in humanitarian action, sphere and the Red Cross/NGO code of conduct
- General finance, administration, information management and telecommunication skills and proficiency in information technology/computer
- Fluency in French and English
- Multiple language skills desirable
