Plan International is seeking to fill the role of Monitoring and Evaluation Research and Learning (MERL) Coordinator.

Responsibilities
- Provide support for the implementation of Plan International Sierra Leone monitoring and evaluation methodologies and tools for monitoring and evaluation of projects
- Work closely with the PISL MERL manager to develop and/or review monitoring and evaluation tools for projects
- Build the capacity of monitoring and evaluation officers and project staff on the use of monitoring and data collection tools
- Provide updates to the MERL manager and head of programmes on findings from weekly/monthly monitoring visits
- In collaboration with PISL MERL manager, develop working documents to measure and document progress and performance on indicators and achievement of milestones, targets, outcomes, as well as lessons learnt and good practices
- Coordinate and lead the revision/adjustment of indicators and activities
- Participate in programme review and learning sessions that provide opportunity to the MERL team and technical specialists to reflect and learn from experience and the best practices on monitoring and evaluation in order to improve the monitoring and evaluation system as well as strengthen the capabilities, systems and processes that relate to monitoring and evaluation in all PISL interventions and initiatives
- Support the development and periodic review of project workplans, monitoring plan and monitoring and evaluation framework
- Ensure production of timely (monthly and quarterly) and high-quality programme monitoring and evaluation reports that demonstrate evidence-based accountability, capture key learning and meet donor requirements
- Support the generation of timely and quality monthly and quarterly donor reports
- Support the documentation of case studies and lessons learnt
- Conduct regular field visits for timely and quality monitoring of the activities and effective use of the monitoring tools
- Escalate to the MERL manager any issues related to monitoring in the field in a timely manner
Requirements
- University degree or its equivalent in Social Sciences, Economics, Development, Statistics, Mathematics, or a related field
- Five years, minimum, of monitoring and evaluation experience
- Experience in monitoring and evaluation designs, tools, systems and methodologies
- Experience working in a team
- Proficiency in the use of Microsoft Office, including Word, Excel and Outlook
- Experience in qualitative and quantitative research designs and analysis
- Ability to communicate to a fairly diverse audience
- Excellent skills in information management including recording, analysing, reporting and reviewing methods
