Palladium Group is seeking to fill the role of Policy Lead.

Responsibilities

  • Serve as technical lead for the health information systems (HIS) policy and governance activities of the project
  • Support the MOHSS in advancing the national HIS and eHealth strategies
  • Develop and disseminate information standards and interoperability toolkit (policies, practices, principles)
  • Provide expert scientific advice, consultation, and leadership to Namibia’s MOHSS collaboration to review, adopt, and implement internationally-consistent information standards
  • Support the MOHSS to develop strategy and plans for implementation of country data systems for electronic CBS
  • Support the assessment and development of data privacy, confidentiality, and security policies
  • Support development of national policy and frameworks for implementation of unique patient identifier
  • Support the development of EMR standards
  • Lead the project’s policy team and supervise team members

Requirements

  • Advanced degree in Public Health, Epidemiology, Statistics, Informatics, Evaluation or a related field
  • Five years, minimum, of experience working to strengthen health information systems governance at national and nonnational levels
  • Expertise and experience in interoperability and health exchange policies and standards
  • Knowledge of eHealth/digital health strategy, policies, and data standards, preferably within the Namibian context
  • Proficiency and demonstrated experience in building consensus amongst broad groups of stakeholders including host government, USG agencies, development partners, preferably related to health information systems
  • Experience in facilitating development and monitoring of government-led HIS strategy and operational plans and establishing monitoring systems for the plans
  • Expertise in cybersecurity
  • Strong professional and interpersonal communication skills (including data visualisation, report writing and presentations)
  • Ability to work well in teams and maintain positive relationships in complex and demanding situations
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe
  • Unwavering dedication to ethics and compliance with Palladium’s code of conduct and ethics
