Improving Economies for Stronger Communities (IESC) is seeking to fill the position of Administrative Financial Manager.

Responsibilities
- Oversee all aspects of programme administration and assigned logistical responsibilities in Senegal
- Oversee all aspects of financial management in Senegal
- Prepare all statutory and other regulatory reports to social security, revenue authority and other applicable bodies
- Prepare monthly payroll for each applicable employee along with a separate salary slip
- Document financial transactions by entering transactions into QuickBooks online daily
- Prepare monthly reports of field expenses in Senegal on time, with full documentation, and according to IESC guidelines, and assist in the preparation of quarterly and annual financial reports
- Prepare monthly advance requests in coordination with the chief of party based on historical spending and upcoming needs for the project in Senegal, and submit to IESC home office
- Maintain regular communications with IESC home office staff (programmd and administration, finance and operations) to provide timely and complete financial support
- Maintain accurate and organised records for external audit
- Comply with Senegalese financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions
- Ensure legal compliance by monitoring and implementing applicable human resource requirements in Senegal
- Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures
- Resolve administrative problems and enquiries
- Facilitate procurement of office supply inventories and coordinate maintenance of office equipment according to IESC and USAID policies, procedures and regulations
- Coordinate staff, consultant and volunteer travel plans and make arrangements accordingly
- Contribute to team effort by accomplishing related results as needed
- Support programme closeout activities
Requirements
- Bachelor’s degree in Management, Finance, Accounting or a related discipline
- Five years of relevant experience in project financial management and administration of similar financial value
- Certified accountant qualification will be an advantage
- Experience with USAID project financial management and administration (preferred)
- Knowledge of USAID rules and regulations preferred
- Demonstrated ability to work with local and international staff
- Ability to legally work in Senegal
- Fluency in English and French
- Proficiency in Microsoft Office
- Experience with QuickBooks (preferred)
