The Family Health International (FHI 360) is seeking to fill the role of Field Operations Manager.

Responsibilities
- Guide the day-to-day activities of the project with an emphasis on management of logistics, finance and overall administrative programme operations
- Ensure all operations, administrative, expenditures and activities outlined in project-related MoUs are consistent with project’s work-plan and budget
- Assist with the coordination of provincial and regional field presence, whether in the form of new offices or as a supplement of staff, equipment, and infrastructure to an existing office
- Identify, establish, and manage facilities, including office, residence, and other critical infrastructure
- Determine transportation requirements, secure transportation assets, and manage fleet allocation, including fuel, maintenance, and driver pool
- Ensure logistic and procurement activities are properly documented and fully adhere to United States government (USG) export compliance as well as destination country importation and customs regulations and relevant protocols
- Collaborate with the logistics coordinator and AD of finance and operations to identify logistics process bottlenecks and develop solutions appropriate for operations
- Develop/refine programme operations to ensure strict internal controls by tracking all administrative and contractual obligations such as purchase orders, letter agreements and deliverables
- With the support of the crisis response, Goma Office, oversee human resources function in the area and monitor concerns from staff as needed
- Act as a liaison between the finance team in Goma and the project, ensuring that payments to vendors and burial teams are made on time
- Regularly attend and represent FHI 360 at relevant coordination meetings
- Represent FHI 360 before relevant local authorities when required
- Serve as FHI 360’s security focal point for Equateur Province
- Assist programme team with completing and updating project work-plans and budgets
Requirements
- Bachelor’s degree or its international equivalent in Business Management, Finance, or a related field
- Five years, minimum, of relevant experience in a programmatic environment with areas to include contracts, field experience, and three years, minimum, with USAID (or other major institutional donor) rules and regulations
- Three years, minimum, of supervisory experience
- Prior work in a non-governmental organisation (NGO) preferred
