The African Development Bank (AfDB) has advertised a request for expressions of interest for a Power Sector Advisory and Delivery Support consultancy. The AfDB is seeking to establish a Framework Contract (Indefinite Delivery Contract model) with a group of consulting firms to provide, on demand and ‘as and when required’, resources and expertise to directly support specific African government agencies in achieving specific and defined objectives in the power sector.

Responsibilities

Provide resources persons who are experienced and knowledgeable, considered as experts in respective fields and with proven capacity to provide advisory and delivery support services along the following
power sector reform thematic topics: electricity sector policy and legislation framework; regulatory, tariff structure and institutional frameworks; power market structure, organisational and operational governance, capacity, performance and sustainability; integrated sector planning and universal access realisation; green growth and climate change policy, strategy regulation and implementation

Requirements

  • Interested firms are expected to have a demonstrable track record of experience in providing
    power sector and advisory support, sector analyses, reform programme design and
    implementation, studies on development of economic and financial models for the power sector, sector policy review, regulatory review, utility performance review, governance analyses, access planning, design and review as well as human resource capacity analyses on the African continent or similar jurisdictions
  • Demonstrated Africa experience dealing with government agencies (desirable)
  • An Expressions of Interest that has the following: one page of details of the consulting firm or consortium of consulting firms (including where companies are headquartered and history of operations); ten pages, maximum, that detail strengths, expertise, approach and any other relevant information; as many pages as needed of CVs of proposed expert resource persons; five pages, maximum, that provides any additional documents of information considered relevant
