Malawi: Presidency Calls for NGO Bill Resolution

The Vice-President of Malawi, Saulos Chilima, has directed the Minister of Gender, Community Development, and Social Welfare, Patricia Kaliati, to work with the Ministry of Justice to resolve issues with non-governmental organisations, Development Diaries has learnt.

It is understood that the vice president was referring to the Non-Governmental Organisation (NGO) Bill Amendment, which, among others, is seeking to remove statutory powers from Council for Non-Governmental Organisations in Malawi (CONGOMA) and give to a new NGO regulatory authority, making CONGOMA membership voluntary.

Civil society organisations in the country have since described the move as an attempt to ‘kill’ the umbrella body, CONGOMA.

‘It is unacceptable that over a decade, after enactment of laws protecting children, regulations are still not in place’, Chilima said.

He also noted that the review of disability policy was nonnegotiable, urging the ministry to achieve that, too.
