World Health Organisation (WHO) is seeking to fill the role of Monitoring and Evaluation Officer.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Responsibilities

  • Lead the process for semiannual monitoring, midterm review and end of biennium assessment reports, following up on implementation of recommendations and lessons learnt
  • Translate data as evidence for decisions, policies, and programmes
  • Prepare guidelines and materials needed for programme planning, monitoring and assessment to support the implementation of WHO’s performance assessment framework
  • Serve as the focal point for evaluation on programmatic and thematic issues at the regional, inter-country and country levels
  • Support all offices in the design, implementation and reporting of evaluation and programme review activities
  • Review and provide feedback on the more complex, sensitive, organisation-wide, cluster, regional and multi-organisation proposals
  • Support WHO staff to understand and apply programme performance assessment and evaluation tools, develop training and communication strategies and mechanisms, and provide teaching/training, as necessary, across the region
  • Assist in promoting a culture of evaluation
  • Facilitate the sharing of information and knowledge management with the goal of improving the PB assessment and implementation
  • Strengthen the practice of evaluating all offices across the region
  • Prepare recommendations and reports for the regional director and senior management on the results of specific evaluations
  • Provide guidance on actions needed to improve performance evaluation and monitoring across the region
  • Lead the team to provide solid, effective guidance and services which enable successful programme implementation
  • Perform other related responsibilities as assigned

Requirements

  • Advanced university degree or equivalent in Monitoring and Evaluation, Public Health, Health Economics, Economics, or Epidemiology
  • First degree in Medicine from a recognised university
  • Seven years, minimum, of experience in managing, leading, and coordinating monitoring and evaluation programmes in the public health sector, with five years, minimum, in WHO or another UN agency
  • Good management, leadership, communications and interpersonal skills
  • Expert knowledge of English
  • Working knowledge of French
