Responsibilities
- Contribute to the development of the annual supply plan
- Perform data review and analysis for categorical purchasing management and assist in the development of sourcing strategies
- Support market research in areas relevant to UNICEF and help gather evidence on the best approaches to sustainable procurement and best value for money
- Support product innovation initiatives and market development for specific categories of supplies and services by providing relevant data
- Liaise with colleagues in programme sections to plan procurement and contracting initiatives, support the development of specifications, relevant terms of reference, and delivery schedules
- Based on lessons learnt, contribute best practices to strengthening the supply chain
- Prepare the necessary documentation for the launch of calls for tenders for the establishment of long-term agreements (LTA)
- Revise the purchase requisitions according to the principles and rules of the current purchasing procedures manual
- Prepare and process requests for quotes, invitation to tender and calls for proposals at the request of the supervisor
- Help with the opening of tenders and the technical-commercial evaluation
- Conduct requests for clarifications from suppliers
- Regularly monitor dashboard reports and coordinate actions to be taken on time to support programme execution
- Regularly extract status reports from existing LTAs, contracts/purchase orders and take the necessary actions in coordination with the various programmes concerned
- Regularly conduct local market assessments to identify potential suppliers for the purchase of goods and services at competitive prices
- Support the logistics component of the procurement plan, including advice on constraints and different delivery mechanisms
- Track storage costs
- Evaluate budgetary needs for various services and ensure budgeting with colleagues from programme sections
- Liaise with fellow procurement and colleagues in respective programme sections, use procurement dashboards to ensure pipeline oversight and the establishment of appropriate logistics capacity
- Monitor the progress of overseas and/or regional purchases and take measures to ensure the timely clearance of supplies and materials entering the country
- Research, collect data and perform analysis, produce reports and ensure the accuracy of information in government administrations
- Liaise with internal and external stakeholders to support the management of logistics operations and contribute to efficient service delivery
- Maintain and process documentation for performing logistics operations, and take appropriate action to resolve operational issues
- In accordance with UNICEF rules and procedures, assess storage capacity, including facilities, equipment conditions, labour and processes
- Suggest corrective measures to the supervisor
- Evaluate new warehouses as needed
- As needed, assist in the implementation of new warehouse infrastructure which may include the installation and assembly of temporary warehouse structures
- Ensure that accurate and complete accounting, reporting and internal control systems are in place and that relevant records are kept
- Assess the availability of space and prepare storage plans to ensure proper storage and optimise the use of space
- Supervise the receipt of shipments and the dispatch of supplies
- Prepare inventory reports
- Monitor inventory to track trends and reflect inventory status from source to recipient
- Perform regular physical counting of stocks in the warehouse
- Prepare documentation for product disposal through the Real Property Investigation Board (PSB)
- Track supplies according to their expiration date
- Perform all other tasks requested by the supervisor
Requirements
- High school diploma, preferably supplemented with technical or academic courses related to Supply Chain, Business Administration, Contract Law, Commerce, or a relevant technical field
- Five years, minimum, of relevant work experience in supply chain management or in a business context
- Ability to work in an international and multicultural environment
- Good computer skills and ability to use account management software
- Mastery of basic management software (Windows, Excel, Word)
- Fluency in French and some knowledge of English for work
