Oxfam is seeking to fill the position of Resource Mobilisation Volunteer for the Voluntary Cooperation Programme (VCP).

Oxfam, which is one of the humanitarian agencies responding to needs of vulnerable people, is implementing VCP entitled ‘Equality in Action’.

Responsibilities

  • Support partners in updating the donor mapping
  • Identify funding priorities and opportunities and monitor the process (call for proposals, progress of proposals and submission deadlines)
  • Set up a system to strengthen the skills of partners on the requirements of priority donors and in terms of drafting proposals
  • Support partners in the analysis of actors involved in the process of developing a positioning strategy aimed at increasing chances of access to funding
  • Support the development of concept notes and funding proposals by ensuring coordination and information sharing between technical and operational teams
  • Encourage complementarity (if applicable) among partners in order to encourage teams to have a coordinated approach to seek funding
  • Review successful Oxfam pilot projects in Benin and identify projects that can be scaled up for the benefit of partners (proposal writing and budget)
  • Work with the person responsible for business development at the level of the regional platform on the ‘donor intelligence’ of the main donors in West Africa
  • Participate in needs assessments (if applicable) and ensure results are documented and all assessments include a specific analysis of the needs of women and youths
  • In collaboration with the monitoring, evaluation, learning and accountability managers, identify learning and training opportunities for partners
  • Support the mobilisation of resources in the event of a humanitarian situation
  • Share and embody Oxfam’s commitment to the zero-tolerance policy against any behaviour that violates the code of conduct

Requirements

  • University degree in Economics, Political Science, Social Sciences, or a related field
  • Two years, minimum, of experience in project cycle management (from design to evaluation/logical framework approach)
  • Proven proficiency in proposal writing including experience in financial planning
  • Proven knowledge of the issue of gender justice
  • Good understanding of funding mechanisms and donor requirements
  • Demonstrated ability to provide training and mentor staff
  • Good representation skills
  • Ability to analyse information, evaluate options, and think and plan strategically
  • Excellent interpersonal and communication skills
  • Proficiency in Microsoft Office (Word, Excel, Outlook and PowerPoint) and Skype
  • Adherence to Oxfam-Québec’s mission and values, including the promotion of equality between women and men
  • International development work experience (an asset)
