The International Rescue Committee (IRC) is seeking to fill the position of Deputy Chief of Party.
IRC is a global humanitarian aid, relief, and development non-governmental organisation.
Responsibilities
- Provide technical advice, technical assistance and mentoring in the delivery of maternal, newborn and child health (MNCH)/reproductive health RH and malaria services
- Assist the chief of party (COP) in all technical and managerial aspects of project implementation
- Develop new approaches and innovative strategies to increase the demand and utilisation of services by the populations as well as the supply of MNCH/RH and malaria-related services at both institutional and community levels
- Identify the learning needs of project staff and provide technical assistance, advice and coaching to the project team on technical issues related to project implementation
- Closely monitor the implementation of project activities against approved workplans and budgets, and ensure timely completion of results and achievement of objectives
- Lead the development of annual workplans, interim reports, and other required deliverables
- Provide oversight of activities to ensure they are appropriate to the approaches
- Develop and maintain strong working partnerships with all project partners and stakeholders
- Work closely with project staff and partners to identify, document and disseminate best practices
Requirements
- Graduate degree in Medicine, Public Health, or a related field from an accredited university in the health sector, and international development
- Equivalent experience may be substituted for the graduate degree
- Five years, minimum, of experience in MNCH/RH and malaria project management or project management of a similar nature
- Good knowledge of national policy on MNCH/RH and malaria
- Experience in managing and/or implementing MNCH/RH and malaria projects at both the institutional and community levels, particularly USAID-funded activities, and providing technical assistance to optimise the delivery of MNCH/RH and malaria services to target populations
- Good understanding and experience in implementing reproductive health, family planning, maternal, child and neonatal health projects
- Strong experience in successful programme management, including leadership role
- Professional experience working with government, international donors, civil society and the private sector (highly desirable)
- Professional experience working with the National Mother-Child Health Program (NMCHP), donors (USAID, UNFPA, etc.), National Malaria Control Programme (PNLP), civil society, the community and the private sector (highly desirable)
- Broad understanding of MNCH/RH and malaria service delivery in Ivory Coast as it relates to youth and women of reproductive age
- Strong management skills, strategic vision, leadership qualities, professional reputation, ability to create synergies, interpersonal skills, and written and oral presentation skills to meet the various technical and managerial requirements of the project
- Proven experience in developing and maintaining strong and effective partnerships
- Substantial experience with USAID and U.S. government rules and regulations
- Excellent diplomatic skills and proven ability to establish and maintain interpersonal and professional relationships with USAID, the U.S. government, the government of Ivory Coast, and all key project stakeholders
- Professional level of oral and written fluency in English and French
