World Health Organisation (WHO) is seeking to fill the role of External Relations Officer.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Responsibilities

  • Develop a flexible and innovative resource mobilisation strategy and corresponding work plan to ensure sustainable financing for UHP in close partnership with the WHO Afro-external relations, partnerships and governing bodies (EPG) unit
  • Serve as the primary point of contact, managing all day-to-day UHP activities related to resource mobilisation, including the analysis of funding gaps, management of existing UHP grants/partnerships and development of new grants/partnerships
  • In coordination with relevant technical officers, identify funding opportunities, develop strategic funding proposals, grants and donor agreements
  • In coordination with relevant technical officers, develop advocacy/fundraising materials, such as donor briefs, investment cases and concept notes for potential partnerships
  • Liaise with EPG to secure required legal and financial clearances for proposals and donor agreements before signature
  • Oversee implementation of grants received by cluster units, ensuring reporting requirements are met and that high quality, timely reports are submitted to donors
  • In collaboration with EPG, identify opportunities, cultivate, and maintain collaborative partnerships with external stakeholders including governments, civil society organisations, international organisations and foundations
  • Collaborate with EPG in conducting research on donors and making this knowledge available to relevant teams in the region
  • Foster continuous engagement with other clusters, regions and WHO headquarters to identify opportunities for and collaborate in joint resource mobilisation
  • Perform other related responsibilities, as assigned, including replacing and backstopping for others

Requirements

  • Master’s degree or equivalent in Social Sciences, International Relations, Political Science, Communications, Professional Marketing, Management, Economics Accounting, Financial Management, Business or Public Administration from an accredited/recognised university
  • Knowledge of resource mobilisation, communication and or development (desirable)
  • Training and/or experience in donor intelligence, proposal writing and project management (desirable)
  • Seven years, minimum, of experience in resource mobilisation, external relations, partnership building, advocacy and/or grants management at national and international level
  • Proven experience in writing and editing proposals, donor reports and related documents
  • Experience with WHO/UN, development partnership, or with an international non-governmental organisation (desirable)
  • Strong interpersonal and organisational skills with a proven track record of creating, facilitating, and strengthening partnerships
  • Expert knowledge of English
  • Intermediate knowledge of French and Portuguese (desirable)
