The United Nations Office for Project Services (UNOPS) is seeking to fill the role of Monitoring and Evaluation Senior Manager.

UNOPS’ mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure, and procurement in a sustainable and efficient manner.

Responsibilities

  • Lead the development and delivery of a functioning monitoring, evaluation and reporting system that will be coherent with project documents
  • Generate reliable and verified data that allows for project analysis and ensures that all IPs submit timely, regular and structured monitoring reports
  • Design, develop and roll out a monitoring and evaluation implementation plan for the project in close consultation with the IP and in accordance with UNOPS’ guidelines
  • Formulate operational results framework (ORF) in consultation with relevant stakeholders; and ensure the ORF is aligned to the MIS
  • Prepare the monitoring protocol with all IPs and oversee implementation of the protocol
  • Ensure direct data monitoring and verification, as well as programmatic spot checks
  • Assist in the design of the project MIS and operationalise the MIS among IPs
  • Maintain the monitoring and evaluation MIS review data (for quality and programmatic compliance)
  • Ensure the quality of the database and that the monitoring and evaluation data is readily available
  • Review and verify monitoring and evaluation findings and follow up on implementation of the recommendations
  • Conduct capacity building courses through workshops and on-the-job training on monitoring, evaluation and reporting as required for IPs, ADIN and FNDS
  • Provide oversight and support on monitoring and evaluation and performance issues to IPs, collaborating with UNOPS and FNDS
  • Undertake site visits for monitoring and evaluation in accordance with the monitoring and evaluation plan
  • Ensure that implementing partners fulfil their monitoring and evaluation obligations, including enabling the participation of beneficiaries, and that recording and reporting systems are harmonised among implementing partners and with national systems where possible
  • Organise field assessments as required
  • Advise grant selection committee and act as subject matter specialist on grant review processes
  • Participate in grant negotiations including submission of quality inputs required to ensure the grant agreement signature

Requirements

  • Master’s degree in Qualitative Research, Monitoring and Evaluation, Business Administration, International Relations, Participatory Development, Social Sciences, or a related field
  • Bachelor’s degree with additional two years of relevant experience may be accepted in lieu of advanced university degree
  • Technical diploma with additional four years of relevant experience may be accepted in lieu of advanced university degree
  • Seven years, minimum, of relevant experience in design, development and/or implementation of monitoring and evaluation systems, preferably in humanitarian programme
  • Experience in management or oversight or support of various implementing partners
  • Two years, minimum, of experience in post-disaster and reconstruction
  • Experience in disaster-risk management and evidence-based data and information will be an added advantage
  • Experience in the UN system will be an added advantage
  • Fluency in written and oral English
  • Working knowledge of Portuguese is an asset
