The United Nations Population Fund (UNFPA) is seeking to fill the position of Admin and Finance Associate.

The United Nations Population Fund, formerly the United Nations Fund for Population Activities, is a UN agency aimed at improving reproductive and maternal health worldwide.

Responsibilities

  • Support the monitoring of programme financial performance for all core and non-core resources by providing necessary financial information and analysis, including implementation rate against indicators/results
  • Detect potential over/under expenditure problems and propose remedial action
  • Develop tools and mechanisms for effective and efficient monitoring of programme and project budgets
  • Coordinate compilation of financial data and provide accurate and updated financial information and reports to country office managers, headquarters, regional office and donors on a continuous basis
  • Interpret financial policies and procedures and provide guidance and training to staff and project managers
  • Strive to identify ways in which programme financial needs can be met within existing policies
  • Assist in the management of the country office budget by budget formulation, controlling allotments, monitoring expenditures, and preparing revisions according to the needs of the country office
  • Conduct regular review of budget allocation and expenditures to ensure charging of transactions
  • Maintain an effective financial recording and reporting system, internal control and audit follow-up
  • Process payment vouchers and other financial transactions in a timely manner and ensure accuracy of computation, chart of accounts and attachment of required documents
  • Liaise with UNDP to verify financial transactions are made on time, including the refund of money deposited in UNDP’s account
  • Review and monitor charges for common services and cost recovery, taking into account maximum cost efficiency and represent UNFPA’s interests in related negotiations and agreements
  • Prepare accurate financial accountability checklists on monthly and quarterly basis
  • Follows up to ensure outstanding financial items are acted upon
  • Ensure that financial and operational dashboards are free of errors and/or unresolved items
  • Review and process fund advances (operating fund account) to implementing partners in a timely manner
  • Review financial reports and supporting documentation to ensure compliance with work plans, and relevant policies and procedures
  • Carry out operating fund account reconciliations and timely follow up with implenenting partners for correction and refund of outstanding amounts

Requirements

  • Secondary school education
  • Bachelor’s degree in a related field (desirable)
  • Seven years of relevant experience in administration, finance or office management
  • Experience with UN finance, procurement and contracting regulations and procedures will be a decided advantage
  • Excellent working knowledge of MS Office (in particular, applications related to database and data analysis)
  • Fluency in English and Amharic
