Plan International is seeking to fill the position of Head of Inclusive Quality Education.

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls.

Responsibilities

  • Support programmes team to design and implement activities that are inclusive with a result-based model
  • Partner with the MoEST to ensure policies, materials and curriculum development to accommodate students with varied learning needs
  • Work with local government and local NGOs through training and capacity building on inclusion activities and approaches
  • Strengthen capacities of programme staff in applying social inclusion strategies to the design, implementation, and evaluation of pilots and activities
  • Review and ensure that core instruments, tools and modules are sensitive to social inclusion principles
  • Document the process, results, lessons learnt, and key recommendations of inclusive education
  • Provide technical leadership to guide education project design so as to promote equitable participation and outcomes for children most affected by inequality and discrimination
  • Provide technical support to the education staff
  • Lead in further design of the education programme for Plan International Tanzania as prioritised in the country strategic plan
  • Develop all components of the education programme to be aligned with government and donor priorities, as well as the priorities of the children and communities where Plan International works
  • Identify key implementing and strategic partners working in the field of education
  • Design evidence-based education projects which are in line with Plan International’s rights-based approach and CSP, for both sponsorship and grants
  • Seek innovations that can be used in the education space, including the use of ICT4D
  • Work closely with the head of MERL to ensure that all project plans are complete with outcome-level monitoring and evaluation plans
  • Continuously learn from implementation to feed into further strategy development, documenting learnings for both internal and external use
  • Develop programme strategies through participatory processes, including in liaison with other heads of programmes so that integrated programming can be achieved
  • Promote/support application of Plan International’s global programme quality policy and framework, global monitoring and evaluation standards and Plan International Tanzania’s monitoring and evaluation vision in its country strategic plan
  • Ensure programme integration both within and between different programmes
  • Develop high-quality concept notes and proposals to be submitted to donors

Requirements

  • Bachelor’s degree in Education
  • Master’s degree will be an added advantage
  • Seven years, minimum, of experience working on gender transformative and social inclusion education sector programming
  • Demonstrated track record of promoting inclusive education including familiarity with best practices and tools to improve learning outcomes for learners
  • Experience supporting government counterparts or other implementation partners to mainstream inclusion in education programmes
  • Experience with two to three donors implementing programmes
  • Experience in development education programmes and projects, including translating design into solid implementation with sound results
  • Experience in planning and facilitating training/workshops on education project design and reviews
  • Experience in writing/contributing significantly to successful grant proposals
  • Fluency in written and spoken English language skills
  • Experience with rights-based approaches to education
  • Experience managing staff, including demonstrated experience in staff training, coaching and mentoring
  • High computer literacy with full knowledge of office applications.
  • Ability to multitask and work under pressure with minimal supervision
  • Experience working with children and understanding their special needs
  • Excellent interpersonal communication skills
  • Analytical and problem-solving skills
  • Proficiency in Microsoft applications including Word, Excel, Outlook and PowerPoint
  • Ability to work in multidisciplinary and multicultural environments
  • Exceptional written and verbal communication skills
  • Strong public speaking skills
  • Demonstrated versatility, and integrity
  • Fluency in spoken and written English and Kiswahili
  • Good problem-solving and decision-making skills
  • Excellent negotiation and networking skills with media and relevant stakeholders
