Plan International is seeking to fill the role of Grant Compliance Officer.

Responsibilities
- Act as focal point for all major compliance matters related to assigned donor portfolio
- Provide support for major compliance matters related to assigned donors portfolio
- Develop and maintain strong relations with key staff at various donors and national offices (NOs)
- Advise programme and finance stakeholders on any changes made to donor compliance regulations and assess their impact on PIC programmes
- Engage with PUs, as needed, to provide input and develop solutions on major donor compliance matters
- Work closely with the programme unit, the grants and business development managers and the grants and compliance team to develop PIC policies, guidelines, tools and templates
- Assess current contracts, systems, and procedures against donor requirements and develop tools and processes to support contract readiness and compliance across the organisation
- Support or lead negotiations with donor and/or partners’ contacts
- Work with the NOs grants/programme directors/officers to ensure there is a strong understanding of issues to be escalated and ensure there is a strong communication flow
- Work with the programmes unit team and engage with PUs, regional teams, and technical units to provide advice, input and develop solutions
- Provide technical support for regional and financial controllers regarding assigned donor portfolio
- Serve as the PIC in-house organisational expert on assigned portfolio grants and contract rules and regulations
- Disseminate award/contract policy changes in a timely and user-friendly manner
- Assist country programmes in resolution of grant management issues
- Ensure quality assurance is provided to select processes for internal compliance
- Participate in the development/revision/review of future grant manuals
- Work closely with the programme and grants units to develop and provide training on donor compliance matters
- Represent PIC in external forums and liaise with NOs, donors and partners
Requirements
- University degree in Finance, Economics, Accounting, with a certificate in Audit or Donor Compliance
- Five years, minimum, of relevant professional experience
- Demonstrated knowledge and prior experience working on multilateral and bilateral donors’ grants and contracts
- Proven expertise in interpreting and applying statutory and regulatory language in executing awards and contracts from donor entities and in maintaining a current knowledge of changes in the language, application and enforcement of this language
- Understanding of professional business standards
- Contract compliance experience will be a plus
- Experience in problem solving, operations, high performance management in complex organisations
- Experience with large international nonprofits preferred
- Strong interpersonal relations, teambuilding and communication skills
- Experience providing compliance training in a multicultural setting
