The International Labour Organisation (ILO) is seeking applications from eligible applicants for the post of National Project Coordinator.

The mission of the ILO is to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.

Responsibilities

  • Lead timely implementation of project, as well as monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and workplan
  • Contribute to the effective implementation of the project through the technical, efficient and timely execution of tasks in accordance with the policies, values and procedures of the ILO, the strategies of the project and the schedule of activities
  • Undertake a range of activities to support project staff and national partners with identifying, analysing, interpreting and making recommendations on project activities in coordination with CO-Lusaka, co-implementing UN agencies in Zambia, and relevant technical units at ILO-HQ including, but not limited to, the social protection department
  • Review, verify and analyse workplans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of project activities
  • Follow up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities
  • Undertake research and prepare technical inputs for regional and country analyses, reports and publications related to social protection services delivery and, more specifically, single-window and one-stop shop service delivery models in the Southern African region and beyond
  • Compile and analyse data related to the project and maintain a database of complete monitoring and evaluation data related to the achievement of the project’s single-window and service delivery-related targets, using sources maintained by MCDSS, the Ministry of National Development Planning (MNDP) and others, including data from the Zambian Integrated Social Protection Information System (ZISPIS) and the ‘Single Beneficiary Registry’
  • Assist in organising and administering training for district social protection staff through the leadership and transformation curriculum on building and managing social protection floors in Africa, including the preparation of training materials and logistical support for seminars and workshops

Requirements

  • University degree in Social Sciences, Public Administration, Social Protection, or a similar field with expertise in the relevant technical field and strong knowledge of development issues, particularly in Zambia
  • Advanced university degree will be a plus
  • Three years of social protection and public administration experience
  • Experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor)
  • Familiarity with ILO policies and procedures including experience working with officials of Ministry of Labour and/or Ministry of Community Development will be a plus
  • Excellent command of English and good knowledge of another local language of the duty station
