The International Labour Organisation (ILO) is seeking to fill the role of National Officer, Human Settlements and the Green Economy.

The mission of the ILO is to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.

Responsibilities

  • Analyse the construction sector value chains and make recommendations on how job creation can be increased there
  • Produce a document that analyses the human settlement sub-sector and recommend how low-level-job creation can improve the sub-sector’s value chains
  • Produce a document that analyses the Limpopo Province’s green economy and recommend how job creation can improve the sub-sector’s value chains
  • Assess the EPWP infrastructure, environment and culture and social sectors to identify skills under threat and those skills needed
  • Coordinate and participate in capacity needs assessment and develop a comprehensive plan for technical assistance
  • Assist in developing provincial strategy for greening EPWP
  • Participate in the development of guidelines for climate proofing of road and building sub-sectors
  • Actively support the CoGHSTA in unlocking job creation potential in human settlement development
  • Support the environment and culture sector and assist in the development of their plans, identification and formulation of new and innovative projects
  • Support the social sector and assist, on demand, in the development of their plans, identification and formulation of new and innovative projects
  • Assist in preparing periodic and ad hoc reports on the status of the ILO technical assistance to EPWP and interventions in the social and environmental sectors

Requirements

  • University degree (bachelor’s degree or equivalent) in Economics, Environmental Economics, Engineering, or a related field
  • Qualification in Natural Resources Management, Climate Change, or a related discipline will be a plus
  • Three years, minimum, of professional experience in infrastructure, building construction sub-sector, environmental sector, economic and social development planning or a related area
  • Experience in the EPWP and, in particular, implementing programmes within Limpopo EPWP will be a plus
  • Excellent command of English
  • Ability to speak at least one of the local languages will be a plus
