The Family Health International (FHI 360) is seeking to fill the role of Monitoring, Evaluation and Learning (MEL) Officer.

Responsibilities
- Assist implementing partners to ensure overall goals and objectives of the IMCT activity are met through collecting, analysing, and reporting on quality monitoring data
- Assist MEL manager to provide support for the development of work-plans and engage with technical and management team to ensure objectives are on track
- Conduct supportive supervisory visits and coordinate project activities of implementing partners
- Assist MEL manager in the review of monthly/quarterly progress reports of implementing partners and submission of monthly/quarterly updates to HQ
- Assist the MEL manager to support preparation of the IMCT implementation plan and calendar especially as it relates to monitoring and evaluation events
- Contribute to and participate in project assessments and evaluations
- Promote collaboration on monitoring and evaluation events and issues with partner organisations and stakeholders
- Coordinate the distribution of monitoring and evaluation tools (forms) and the collection of data for all indicators from all implementing partners
- Conduct quarterly programme and onsite data quality assessments, and ensure systems adhere to the data safety and security standards set by FHI 360
- Ensure partners have access and use verified and validated recording and reporting tools
- Conduct onsite coaching and monitoring visits to partners and provide onsite guidance to ensure data quality and timely reporting from partners as per visit plan
- Conduct periodic data quality audits with implementing partners
- Adhere to project reporting procedures and schedules to ensure data is available for weekly, monthly, quarterly, and annual reports, as appropriate
- Ensure information dissemination and coordination between IMCT partners around data, lessons learnt, progress, reports, etc
- Assist in the design of capacity development plan for implementation partners as applicable
- Assist in capacity building programmes of partners in monitoring and evaluation, including training, workshops and one-on-one support
Requirements
- Bachelor’s degree or its international equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioural, Life/Social Sciences International Development, Human Development or a related field
- Two years, minimum, of working in health or development programmes on monitoring, evaluation and research methods with increasing levels of responsibility
- Demonstrated ability to articulate technical information clearly and effectively and adjust indicator selection and targets as part of adaptive programming
- Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies
- Strong interpersonal, writing, and oral presentation skills in Arabic and English
