CARE is seeking a Grants and Compliance Coordinator.

Responsibilities
- Support the full cycle of grants management activities from pre-award assessments, monitoring/compliance visits and close-out procedures
- Provide technical support to the Grants and Compliance Manager in coordinating and monitoring the implementation of donor funded projects and programmes for the country programme
- Ensure effectiveness and efficiency in the full cycle of grants management activities from pre-award assessments, monitoring/compliance visits and close-out procedures
- Work with project teams to ensure donor reports (interim and final) and other award deliverables are of high quality, coherent, accurate and are submitted on time in accordance with donor and CARE Nigeria internal requirements
- Monitor grant tracking mechanisms and management tools to ensure all grant management performance indicators for effectively monitoring of grant activities to ensure progress and KPIs are met, and timely alerts to potential challenges
- Provide technical guidance and proper interpretation of donor rules and regulations to project teams to ensure compliance
- Work with the country programmes to support realignments and award modification processes, supporting award close out, as needed
- Support the resource mobilisation team in their activities, making inputs to non-technical documents, reviewing budget and consolidating inputs
- Ensure projects are implemented in compliance with CARE International guidelines and relevant donor regulations
- Support the preparation and dissemination of the country master budget in a timely manner
- Draft and mange review and approval of funding documents including amendments and negotiations and ensure timely set-up of all awards in the financial system
- Liaise with CMPs and donors on grant management related communication, including donor opportunities, responding to donor queries and request for visits
- Document and share key compliance issue with CARE staff and partner, setting ground for compliance management
- Perform any other duties that may be assigned by the Grants and Compliance Manager
- Facilitate partner compliance visit and health checks with the support of project and finance team
- Provide technical support (capacity building) to project/programme implementation partners in financial management and reporting, and ensure timely liquidation of advances
- Facilitate capacity building for partner to ensure effective implementation and partner budget performance ensuring ineligible expenditures are not incurred
- Monitor partner work plan (monitoring and support) of the financial activities of all project partners and review partner budget to provide advisory and support where necessary
- Participate in the various evaluations of the partnership within the framework of the partnership
- Participate in regular audit of partner’s procedures, practices, and documents to identify possible areas of improvement and risk mitigation
- Support the development of annual compliance monitoring plan and evaluation tool to evaluate project implementations at various office locations and implementation sites to determine compliance and provide recommendations
- Ensure that grants are implemented in compliance with CARE Nigeria guidelines and relevant donor regulations
- Support the development, implementation and strengthening of compliance framework for the unit including compliance checklist for various standard operations, transactions, and business processes in line with donor requirements
- Periodic review and update of the compliance monitoring checklist and other tools to stay in line with current best practices and CARE Nigeria procedures and policies
- Provide guidance to staff and partners on donor compliance requirements/obligations and monitor compliance
- Support in training project teams, partner and country programme teams on donor compliance, report writing, project and budget monitoring, record keeping, and grants management
- Work with Grants Manager and all support teams to ensure that key processes and systems are in place to manage grant risk, donor financial compliance, and reporting management processes
- Work closely with Grant and Compliance Manager to identify and close key risks linked to donor funded projects
- Conduct routine compliance reviews of grant programmes and ensure properly coordinated audit exercise that would result non-disallowances
- Participate in regular audit of CARE’s procedures, practices, and documents to identify possible areas of improvement
- Identify timely project and partner compliance issues and escalate for timely mitigation
- Document and share key compliance issues with CARE International staff and partners setting ground for compliance management
- Other responsibilities as assigned
- Contribute to CARE’s resource mobilisation efforts
Requirements
- Degree in Development Studies, Business Studies, or Social Science (Master’s Degree or equivalent in International Affairs, Development or related subject an added advantage)
- Professional qualifications such as ICAN, ACA etc, an added advantage
- Five years, minimum, of experience working in project and/or grants management and proposal/business development/design
- Experience in developing and interpreting donor budgets
- Knowledge of development issues, trends, challenges and opportunities and implications to community
- Proven ability to develop and write grant proposals and concepts and track record in winning proposals
- Proven ability to work collaboratively in a multidisciplinary team environment
- Good communicator with strong organisational, time management and analytical skills
- Excellent inter-personal, cultural and diplomatic skills
- Strong writing and editing skills with close attention to detail
- Ability to juggle competing priorities, meet demanding deadlines and work under pressure in unstable security environments
- Excellent proven skills in developing, writing grant proposals
- Good research, negotiation and problem-solving skills
