World Vision International is seeking applications from eligible applicants for the post of Bed Nets Mass Campaign Operations Manager.
The mission of the organisation includes working with the poor and people who are oppressed as it promotes human transformation.
Responsibilities
- Play the key role and represent World Vision in bed nets national coordinating committee meetings and other regular discussions held with Ministry of Health, Roll Back Malaria, Alliance for Malaria Prevention and Global Funds or local fund agent on the Long Lasting Insecticidal Nets (LLIN) mass campaign
- Provide technical guidance to the implementation partners (local and international NGOs) involved in the mass campaign operations
- Participate in problem solving with different actors involved in the implementation of the LLIN mass campaign at different levels
- Ensure regular communication with the implementing partners (local and international NGOs) on programmatic and logistics issues during the implementation of the LLIN mass campaign and propose solutions
- Coordinate the macro planning process and development of the detailed plan of action including the communication plan, logistics plan as well as the monitoring and evaluation plan
- Oversee the development of mass campaign tools (logistic and programmatic)
- With the deputy chief of party, lead the development of the pre-positioning plan of bed nets in all the targeted sub-prefectures and detailed budget for the mass distribution operation
- Coordinate the development of strategies to ensure LLINs distribution accountability, including risk assessment and mitigation planning, training simulations for use of tracking tools, and effective supervision structures, and plan
- Support the implementing partners in selection process and contracting processes as well as follow up on fund disbursement to the stakeholders
- Develop and regularly monitor the roadmap for the LLIN mass campaign to avoid delays
Requirements
- Master’s degree in Business Administration, Logistics and Transport, Supply Chain, Public Health, or a related field
- Five years, minimum, of experience in managing health commodities, preferably LLIN mass distribution
- Additional experience in health information systems (desirable)
- Five years, minimum, of experience in a managerial role
- Excellent knowledge of LLIN campaign procurement, logistics, warehousing, security, demand creations activities and distribution processes
- Proven experience in LLIN logistics and previous hands-on experience working in hard to reach locations
- Experience in working with government entities, stakeholder groups/NGOs, health workers, local authorities, and community groups
- Experience in managing technical and administrative teams for donor-funded health projects
- Demonstrated ability to coordinate closely with government staff, local and international NGO partners and effectively manage their expectations, and build their capacity
- Strong problem solving and issue-resolution skills
- Strong management skills with the ability to work well in a team environment
- Experience working in complex operating environment
- Experience working in Central African Republic is an asset
- Willingness to travel within the country
- Competency in computer applications (Word, Excel, PowerPoint)
- Proficiency in oral and written French language
- Knowledge of English is a plus
