Winrock International is seeking to fill the position of Operations and Grants Manager.

The organisation provides solutions to some of the world’s most complex social, agricultural and environmental challenges.

Responsibilities

  • Provide overall management, leadership, and oversight to all aspects of grants, subcontracts and procurement including pre-awards assessments, awards, implementation, subrecipient monitoring and evaluation, and final disposition and close-outs
  • Develop and implement programme’s grant strategy and in consultation with programme staff and stakeholders, identify and prioritise funding opportunities that align with programme objectives and respond to local needs
  • Build financial and administrative capacity of grantees, as needed, and coordinate with project technical staff to assist grantees to achieve their targets and milestones
  • Maintain sound records of all vendors, sub-awards, and transactions
  • Develop systems and support team efforts to monitor, track and report related grants fund management and audit recommendations
  • Manage and process awards in accordance with USAID rules and regulations and Winrock procedures and policies
  • Maintain high ethical standards of integrity, respect confidentiality, and represent Winrock International at all times
  • Oversee the project’s HR, grants, finance, procurement, and administration functions, including supervising staff
  • Oversee and build capacity of operations, administrative, and finance staff in operational procedures
  • Monitor work to ensure compliance with USAID rules and regulations and Winrock procedures as laid out in the Winrock project manuals
  • Formulate and implement office policies and procedures in line with Winrock policies and South Sudanese laws
  • Monitor contracts to ensure consultants, subcontractors, or local vendors (as appropriate) are working within their level or effort and period of performance
  • Monitor contractual compliance to ensure services and/or goods are delivered within deadlines
  • Work closely with the technical team, in coordination with a finance manager, to monitor financial obligations to ensure budget availability and allocability
  • Work with the home office in close communication with the COP/DCOP and technical teams to prepare accurate budget burn-rate projections and monitor expenditures using the project’s budget tracker

Requirements

  • Degree in Business, Accounting, Economics, Public Administration, or a related field plus demonstrated industry experience
  • Five years, minimum, of progressively responsible professional experience
  • Experience in managing field-based grants of any type (including challenge, cost reimbursable)
  • Financial management skills and experience
  • Three years, minimum, of experience on donor-funded programmes
  • Experience in conducting due diligence tests in the form of pre-selection assessments, financial reviews or audits, or some other form of accountability assessments
  • Demonstrated ability to work collaboratively with private sector and NGO grantees
  • Strong communication and English writing skills
