Winrock International is seeking to fill the position of Monitoring and Evaluation Associate.

The organisation provides solutions to some of the world’s most complex social, agricultural and environmental challenges.

Responsibilities

  • Oversee monitoring and evaluation system, including the measurement of project indicators, designing monitoring tools, setting up the data flow system, entering data into the database, conducting data quality assurance and reporting
  • Support design of strategies and approaches aligned to stakeholders’ needs and priorities and contribute to develop activity and workplans
  • Support country enforcement and coordination assessments and other research related to child labour, forced labour, and human trafficking
  • Assist specific ministries’ staff to strengthen and maintain data systems, collect/report on investigations, prosecutions, convictions and sentencing, and assess and address system gaps
  • Monitor the results of the programme’s activities and contribute to periodic evaluations/assessments of specific interventions and the dissemination of results to internal and external audiences
  • Manage monitoring and evaluation database
  • Assess the achievement of key performance indicators and work with monitoring and evaluation officer to design quality improvement strategies
  • Facilitate and liaise with the external evaluation contractor
  • Collaborate with the Liberia country programme manager to prepare all project reports
  • Document success stories, promising practices, and lessons learnt for public dissemination
  • Hold regular video or phone calls with the monitoring and evaluation officer in the home office to report on progress

Requirements

  • Bachelor’s degree in Statistics, Demographics, Public Policy, International Development, Economics, or a related field
  • Master’s degree or bachelor’s degree plus certificate in Monitoring and Evaluation, Statistics, or Economics preferred
  • Five years, minimum, of professional experience in a monitoring and evaluation position
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring and evaluation and/performance monitoring plans
  • Experience in planning and managing surveys
  • Experience in developing and refining data collection tools
  • Experience in managing and providing ongoing training to staff and key stakeholders on data collection, monitoring and evaluation, etc
  • Experience with data quality assessments and oversight
