World Health Organisation (WHO) is seeking applications from eligible applicants for the post of Technical Officer.
The primary role of WHO is to direct and coordinate international health within the United Nations system.
Responsibilities
- Organise partnering strategies with stakeholders (international and national) to ensure alliance and result-oriented National Health Policies, Strategies and Plans (NHPSP)
- Consolidate regular bottom-up participatory mechanisms to assess strengths and weaknesses of the health system and promote the priority setting process
- Support the policy advisor on the development of National Universal Health Coverage (NUHC) roadmap, health systems analytical report, and political economy analysis of UHC in the country
- Contribute to the strategic recommendations for health system components including, but not limited to, governance, access to medicines and health products, distribution and skills of health workforce, health financing, health management information systems and service delivery
- In coordination with the WR, support the partnering initiatives with governments (at federal and state levels) and national stakeholders in the production of strategic intelligence on the policy environment and regular policy assessment for the annual reviews
- Support the alignment among all stakeholders at country level for health system strengthening
- Under the oversight of the policy advisor and WR, lead the discussion among ministries of finance, social welfare, labour regarding health financing reforms and the budgeting of health policies in the macroeconomic and fiscal environment, ensuring involvement of financial experts and partners
- Contribute to the advocating for alignment of international partners with the NHPSP, the national planning and budgeting cycles, the agreed country health policy dialogue mechanisms and schedules and with the established national monitoring mechanisms
- Under the guidance of the policy advisor, collaborate with programme managers for non-communicable diseases management and mental health services, reproductive, maternal, neonatal and child health services, emergency response and recovery, and ensure cross-programmatic synergies, integration across the levels of care, and alignment with NHPSP goals
Requirements
- University degree in Medicine or Public Health or a health-related field
- Master’s degree in Medicine or Public Health or a health-related field (desirable)
- Five years, minimum, of experience in policy, planning, and coordinating or developing health-related systems at the national level
- Relevant work experience with UN or other international organisations (desirable)
- Excellent skills in planning, monitoring and evaluating health systems, health policy analysis for universal health coverage
- Ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in countries
- Ability to interact and liaise effectively with multiple interests at the regional, inter-country and country levels
- Ability to innovate, integrate, synthesise and communicate complex concepts and ideas verbally and in writing
- Ability to plan, analyse data and design studies
- Ability to monitor and communicate progress in terms of process and results
