World Health Organisation (WHO) is seeking applications from eligible applicants for the post of Procurement Officer.
The primary role of WHO is to direct and coordinate international health within the system of the United Nations.
Responsibilities
- Advise the head of WHO country office for an informed decision making on procurement transactions
- Coordinate the preparation and submission of the procurement plans by the different clusters of the budget centre
- Prepare and monitor the implementation of procurement plan, ensuring objectives and priorities are met and on track
- Evaluate requests from the technical units and partners and provide advice for compliance with the organisation rules and regulations
- Administer procurement resources and ensure compliant and efficient use of standard operating procedures of procurement
- Maintain the pre-qualified and assessed suppliers’ database
- Maintain and monitor the overall activities of procurement, logistics, and contracting services for the office through the use of the GSM oracle system and other procurement tools
- Provide guidance on procurement, logistics, and contracting services to managers and staff
- Ensure smooth running of operations of procurement transactions including goods and services ordering and delivery
- Maintain regular contact with the regional contracting and procurement service and follow up with the contract review committee
- Follow up with the shipment of items ordered with the forwarding companies and liaise with local authorities for tax exemption and for timely clearing of goods from the customs
- Act as the secretary for the local procurement committee
- Analyse and/or evaluate performances of vendors and designated staff members
- Perform all other related duties as assigned
Requirements
- University degree in Business Administration, Public Administration, Management, or a related field
- Two years, minimum, of experience, some of which in an international context, providing procurement and logistics services for a programme
- Experience using Enterprise Resource Planning Oracle systems or similar packages
- Sound knowledge and skills in procurement and budget
- Concrete skills in implementing operations of procurement services and processes
- Expert knowledge of French
- Intermediate knowledge of English
