World Health Organisation (WHO) is seeking applications from eligible applicants for the post of Health Information Management (HIM) and Risk Assessment Officer.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Responsibilities

  • Ensure development or updating of legislation and policy framework for the health information system
  • Align investments in the health information system with a comprehensive and harmonised monitoring and evaluation strategic plan and framework and integrate them into national health sector strategies
  • Lead the team and be responsible for overseeing the work of the information management unit and/or coordinate the work of information management assets located throughout disparate units
  • Manage the timely and high-quality collection, analysis, production and dissemination of data/information including Covid-19
  • Lead the development of project documentation, based on the overall strategy and plan, for use by the emergency leadership to mobilise resources
  • Continually adapt planning and project documents based on available information and revolving emergency situation
  • Develop and improve field information management procedures at the local and regional levels to ensure information management in the field provides the best possible functionality and usability to stakeholders
  • Develop training instruments in field epidemiology, and use of data analysis and interpretation instruments
  • Ensure inter-cluster communication and information sharing
  • Develop epidemiological surveillance protocols for complementary studies necessary for a better definition and understanding of the Covid-19 pandemic
  • Oversee and design field epidemiological surveys
  • Build the capacity of team members and partners involved in the planning and data/information management process
  • Provide ongoing technical guidance and training on data gathering and analysis, quality assurance, performance monitoring, information dissemination and management
  • Propose strategies to improve epidemiological surveillance and articulate health information with the other components of the Covid-19 pandemic response
  • Identify obstacles and challenges in the implementation of the response strategy and propose solutions to overcome them
  • Continuously participate in the development, application and promotion of new methods, tools and capacity building programmes to improve the availability, quality, analysis and dissemination of health information
  • Perform any other related duties as required by the functional supervisor

Requirements

  • Advanced university degree (master’s degree or above) in Epidemiology, Information Management, Health Information, Statistics, or a related field
  • Specific training in planning and community development, preventive medicine, health statistics and data analysis, management systems and in humanitarian response or information management (desirable)
  • Seven years, minimum, of experience in data management, information management, monitoring, needs assessment, project management, data management and information dissemination in the public health sector or health development sector at national and international levels
  • Experience in developing and promoting collaborative partnerships
  • Relevant work experience in WHO or another UN agency
  • Experience working in relevant non-governmental or humanitarian organisations
  • Experience working in developing countries
  • Advanced ability to design, manage, analyse and coordinate complex information system projects, computer-based applications and databases, web-based tools
  • Expert knowledge of Portuguese
  • Intermediate knowledge of English and  French
