World Health Organisation (WHO) is seeking to fill the position of Finance Specialist.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Responsibilities

  • Manage the general ledger activities for the financial operations of the revolving fund for access to vaccines, the regional revolving fund for strategic public health supplies, and the reimbursable procurement on behalf of member states
  • Review the books-of-accounts, analyse, and reconcile the various general ledgers and subsidiaries
  • Review and approve the accuracy of daily invoices and quarterly statements of accounts sent to member states and participating institutions for revolving fund for access to vaccines, the regional revolving fund for strategic public health supplies, and the reimbursable procurement on behalf of member states
  • Prepare and review financial reports for the financial report of the director for the assigned funds and periodically review the expenditure detail report
  • Approve member states’ line of credit requests up to the respective delegation of authority for the revolving fund for access to vaccines and for the regional revolving fund for strategic public health supplies
  • Manage the budget for the prepayment and line of credit accounts of the funds
  • Liaise with internal and external auditors on their audits of the financial statements, financial transactions, and implementation of financial policies, internal controls, and financial reporting practices
  • Liaise with technical entities and country offices to ensure provision of appropriate level of financial and accounting services, training, and operational support
  • Lead and supervise the entire team and overall operations of the funds

Requirements

  • Bachelor’s degree in Accounting, Finance, or Business Administration from a recognised university
  • Certified Public Accountant (CPA)/Chartered Accountant (CA) certification or a master’s degree in Finance, Accounting, or Business Administration (desirable)
  • Seven years of combined national and international experience in accounting and finance in the private or public sector
  • Experience in working with International Public Sector Accounting Standards (IPSAS) and/or Workday Financial Management Modules is an asset
  • Experience with complex ERP systems particularly with regard to financial, accounting, and/or administrative operations
  • Knowledge of current best practices in financial management, with specific emphasis on accounting standards, internal control environment
  • Strong analytical skills in the review of financial alternatives in accounting transactions
  • Strong supervisory skills including team building, training and performance assessment
  • Ability to apply accounting theory and principles to financial systems to ensure the correct application of the accounting theory and principles
  • Ability to effectively use a computer and programmes such as Word, Excel, PowerPoint, SharePoint, Teams and Outlook
  • Fluency in English or Spanish
  • Knowledge of French and/or Portuguese is an asset
