The World Food Programme (WFP) is seeking applications from eligible applicants for the post of Programme Policy Officer.

WFP works to ensure the most vulnerable populations, especially women and children, can access the nutritious food they need.

Responsibilities

  • In liaison with Ministry of Environment, Climate Change And Natural Resources (MECCNAR), support the development and delivery of tailored climate products that meet the needs of end users, including local planners and vulnerable and food-insecure communities
  • Provide technical advice and backstopping for the RICAR project
  • Provide supervision and oversight of monitoring of the RICAR project and coordinate with field staff to ensure that all achievements and activities are captured
  • Ensure preparation and design of concept notes and ToRs for service contracts, assessments, research and project outputs
  • Identify and facilitate consultancy work, technical evaluation, oversight missions, and donor visits for asset creation activities of the Adaptation Fund project
  • Participate in the selection of service providers such as researchers, insurance/micro finance providers, construction/developers and implementing partners
  • Lead and facilitate research, evaluation, oversight missions, and donor visits for activities of the Adaptation Fund project
  • Serve as secretary for the National Project Technical Coordination Committee and ensure delivery and recording of the committee’s meetings, as well as ensuring attendees receive appropriate papers and agendas
  • Participate and contribute in the development of annual joint work plan led by the NPC
  • Design climate service dissemination strategy to reach end users in the community
  • Based on local climate change action plans, identify potential service providers and dissemination channels for implementation and capacity strengthening and establish partnerships
  • Ensure anthropologically informed climate studies are undertaken and impact on livelihoods, nutrition, and food security
  • Provide technical insight and advice in the development of interventions under each project component
  • Network and share the project objectives and disseminate the targeted messages on an ongoing basis, and develop partnerships with other relevant projects and stakeholders in the climate change adaptation thematic area of The Gambia
  • Design climate service dissemination strategy to reach end users in the community
  • Organise focus days for partners and communities to discuss and readjust messaging through knowledge coproduction
  • In liaison with monitoring and evaluation staff, ensure that activities are being monitored to facilitate evidence-based decision making
  • Write progress reports and share with relevant stakeholders
  • Perform any project-related task pertaining to expertise

Requirements

  • Advanced university degree in Environmental Science, Climate Change, Economics, Agriculture, Social Sciences, or a relevant field
  • Two years, minimum, of relevant professional experience in soil and water conservation, the environment, agricultural production, or afforestation gained from reputable organisation(s)
  • Experience in building partnership at institutional level in relation to resilience building/climate change adaptation/livelihood activities
  • Experience in supervising livelihood/climate change adaptation projects
  • Experience in coordinating staff and managing partnerships within a complex environment
  • Excellent communication skills (verbal and in writing)
  • Ability to think outside of the box and come up with innovative approaches
  • Working knowledge (level C) of English
