The United Nations Office for Project Services (UNOPS) is seeking applications from eligible applicants for the post of Purchasing Advisor.

Responsibilities
- Assist on a regular basis in the monitoring, management and evaluation of contract for the rehabilitation of the Konni irrigated perimeter in terms of the risk of claims by the contractor
- Assist in the processing and management of the contractor’s complaints (formal and substantive admissibility, foreclosure, response times, contractual references, assessment of cost and time implications, etc.), ambiguous interpretations of the contract or any other type of dispute that may arise in the management of said contract
- Advise on the conduct to be adopted in the discussion with the conciliator and the contractor in relation to each complaint
- Assist MCA-Niger during hearings before the conciliator, including panels and courts of arbitration, mediation, conciliation in the settlement of disputes, amicable settlement of disputes with the contractor
- Support and advise the MCA-Niger project team and the engineer in taking adequate measures for the anticipated management of the risk of claims on the part of the contractor
- Assist in identifying needs and preparing any complaints from the employer
- Provide written and oral advice and opinions on legal matters relating to the implementation, interpretation and management of the contract
- Support MCA-Niger to prevent disputes and complaints
- Provide MCA-Niger with legal assistance in the management of contract through opinions/comments and recommendations likely to preserve rights and contractual advantages
Requirements
- Master’s degree in Rural Engineering/Civil Engineering, Hydraulic Engineering and Irrigation, or a similar field
- Seven years, minimum, of experience in works and studies of hydro-agricultural development and water mobilisation
- Experience in at least two major projects carried out in West Africa
- Strong knowledge of the International Federation of Consulting Engineers (FIDIC) contract
