The United Nations Office for Project Services (UNOPS) is seeking to fill the role of Operations Senior Officer, Ammunition and Weapon Management.

UNOPS’ mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure, and procurement in a sustainable and efficient manner.

Responsibilities

  • Support the government of Somalia with strengthening the centralised system for the importation, registration and distribution of weapons and ammunition
  • Advise the government of Somalia on weapons marking and record-keeping programmes
  • Provide technical advice to strengthen national systems and capacities to control and manage weapons and ammunition throughout their lifecycle
  • Provide technical advice on arms embargo exemptions, advance approvals and notifications in accordance with the reporting requirements of relevant UN Security Council resolutions
  • Coordinate UNMAS support to the government to reduce the risk of diversion and unplanned explosions at munition sites
  • Coordinate UNMAS support with the development of procedures to improve and standardise the processing of captured weapons and ammunition
  • Coordinate UNMAS support and advise on technical assessments of Somalia’s weapons and ammunition management capability to inform recommendations for improvement
  • Coordinate UNMAS support to improve measures and interventions to curb the illicit flow of weapons and ammunition into and within Somalia and mitigate their adverse impact on security and stability
  • Coordinate support for development and implementation of a comprehensive national legal and administrative framework governing all aspects of Weapons, Ammunition and Explosives Management (WAM)
  • Ensure all advice and support is provided in alignment with relevant international standards
  • Identify continuous improvements and lessons learnt

Requirements

  • Advanced university degree (master’s degree or equivalent) with two years, minimum, of relevant experience; bachelor’s degree or equivalent with four years, minimum, of relevant experience; or secondary/high school diploma with eight years, minimum, of relevant experience
  • Two years of experience in management role, and experience in writing a report
  • Fluency in English (speaking, writing and reading)
  • Fluency in Somali (speaking, writing and reading)
