The United Nations Office for Project Services (UNOPS) is seeking to fill the role of Finance Specialist.

UNOPS’ mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure, and procurement in a sustainable and efficient manner.

Responsibilities

  • Ensure full compliance with the provisions of the UNOPS Financial Rules and Regulations, Finance Manual, and Finance and Budget Technical Instruction in all financial transactions, recording, reporting, etc
  • Under the supervision of the head of support services, ensure the elaboration of the content of internal standard operating procedures in finance
  • Carry out continuous analysis and monitoring of the financial situation and provision of regular management reports for control purposes
  • Analyse and elaborate proposals on cost-saving and reduction strategies (including introduction and development of e-banking)
  • Support head of support services with elaboration of proposals for planning of financial resources, and preparation of reports containing analysis of the financial situation
  • Coordinate preparation of the field operating budget
  • Review budget submissions, and carry out regular analysis and reporting on the budget approvals and the delivery situation
  • Monitor expenditure against budget allotments and reporting on variances
  • Coordinate with the HoSS and head of programme, and ensure compliance with UNOPS financial rules and regulations, financial policies and procedures and that project budgets and revisions are prepared in accordance with established procedures and budgetary guidelines of the funding agency
  • Ensures proper Operations cash management and treasury functions
  • Ensure proper control of Operations accounts and payments
  • Ensures knowledge building and knowledge sharing by supervising finance personnel engaged by OH across countries, ensuring the relevant systems, procedures, policies and working methods are established and followed
  • Provide capacity development to all finance personnel of the OH, as required

Requirements

  • Master’s degree or equivalent in Finance, Business Administration, Public Administration, Economics, or a related field
  • First level university degree with qualifying experience may be accepted in lieu of the advanced university degree
  • Five years, minimum, of relevant experience for master’s degree holders, and seven years for bachelor’s degree holders in providing financial management services and/or managing staff and operational systems at national or international level
  • Experience in the use of Microsoft Office applications, as well as ERP systems
  • Fluency in written and oral English and the language of the duty station
  • Knowledge of another UN working language (desirable)
