United Nations (UN) is seeking Local Economic Development (LED) Expert to fill the role of National Consultant.

The UN is an intergovernmental organisation that aims to maintain international peace and security, develop friendly relations among nations, achieve international cooperation, and be a centre for harmonising the actions of nations.

Responsibilities

  • Review local and national LED strategies and economic assessments and plan for and/or affecting Qena governorate
  • Conduct legal, institutional and procedural framework assessment of LED in Egypt
  • Prepare and implement the action plan of the participatory LED strategy formulation process, adapting the UN Habitat LED Strategic Planning, covering all the phases of the strategy formulation
  • Undertake stakeholders mapping
  • Prepare situation analysis and assessment
  • Develop and implement the community/citizen engagement plan for the project’s LED component
  • Organise and conduct all the public engagement activities
  • Prepare and implement capacity building programme for the identified stakeholders
  • Ensure full participation of the relevant stakeholders throughout the strategy formulation process
  • Ensure the alignment of the project components (urban planning and public finance management) and the establishment of the mixed-use principle in the project plans
  • Develop the document of the Qena City LED strategy based on the UN Habitat LED strategic planning
  • Formulate recommendations for the strategy implementation and propose projects for implementation based on the strategy
  • Draft LED framework enhancement policy paper documentation
  • Document phases, progress, potentials and challenges of the different processes taking place during the assignment
  • Develop and submit lessons learnt and best practices of all the tasks of the consultancy

Requirements

  • Advanced university degree (master’s degree or equivalent) in Development, Local or Urban Development, Economy, Social Sciences, Urban Planning, or a related field
  • First-level university degree with qualifying experience may be accepted in lieu of the advanced university degree
  • Eight years, minimum, of progressively responsible experience in local development, economic development or urban governance and management, or a related area
  • Practical experience in developing and implementing economic strategies is an asset
  • Experience in working with local administration units and local communities is an added value
  • Experience with international organisations, NGOs and local communities is an asset
  • Fluency in oral and written English and Arabic
