The United Nations (UN) is seeking to fill the role of Information Systems Officer.

The UN is an intergovernmental organisation that aims to maintain international peace and security, develop friendly relations among nations, achieve international cooperation, and be a centre for harmonizing the actions of nations.

Responsibilities

  • Lead the development, maintenance and review of information technology systems
  • Plan and direct major system projects of significant importance to the institution or major components of these complex systems which typically impact critical operations and large or multiple user groups
  • Track and monitor project progress against plan, requirements, quality measures, standard processes; liaise with users on all aspects and during all phases of development and implementation
  • Provide professional leadership and work direction to assigned project team and/or mentor and supervise the work of new/junior officers, contract staff
  • Be actively involved in the execution of the most complex aspects of the project (e.g., systems analysis, development, programming)
  • Oversee development of document and database structures, ensuring that all design aspects are addressed
  • Prepare technical and user documentation for entire systems and interdependent applications
  • Prepare training materials and detailed technical presentations
  • Provide expert advice on complex system analysis and design
  • Identify the need for new systems (or modifications to existing systems) or respond to requests from users
  • Develop plans for feasibility assessment, requirement specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures
  • Coordinate the preparation and implementation of the work programme and budget pertaining to I.T. projects
  • Participate in planning and preparation of the budget, work programme and spending plan
  • Develop cost proposals for contractual services, oversee the technical evaluation of proposals received and manage the contract service, including the establishments of service level agreements with clear key performance indicators 
  • Provide technical advice on information technology projects and tasks
  • Develop, implement and monitor information standards and guidelines, including testing paradigms
  • Keep abreast of developments in the field and determine the need for testing and evaluating new products and technologies, including innovative and emerging information technologies
  • Provide leadership in the area of introducing technological changes, and prepare various technical reports

Requirements

  • Advanced university degree (master’s degree or equivalent) in Computer Science, Information Systems, Information Management, Mathematics, Statistics or a related field
  • First degree combined with two additional years of qualifying experience may be accepted in lieu of the above requirement 
  • Seven years, minimum, of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area 
  • Three years, minimum, of relevant work experience in managing a team of software developers
  • Experience and knowledge of digital transformation, digital enterprise architecture and information security implementations (desirable)
  • Experience in handling the development of innovative information technology solutions in the environmental area (desirable)
