The United Nations International Children’s Emergency Fund (UNICEF) is seeking applications from eligible applicants for the post of Public Partnership Specialist.

Responsibilities

  • Keep abreast of the main issues facing the Lebanon country office
  • Identify internal and external issues, particularly issues that relate to external public partnerships requiring senior management’s attention, and assist in formulating options as to how those matters might be handled
  • Ensure appropriate follow-up as directed
  • Maintain records and track the status of the representative’s action items
  • Act as a focal point for identification and pursuit of opportunities for outreach, engagement, policy influence and collaboration
  • Contribute to the development and management of initiatives for high-level outreach, including for UNICEF’s senior management
  • Manage and strengthen public partnerships between UNICEF and key external stakeholders, such as key donor governments, UN agencies and inter-governmental institutions, and link them to appropriate UNICEF focal points (e.g programme/communication) if required
  • Provide consistently a high-level responsiveness and service to key external stakeholders to help senior management to maintain a close dialogue with and provide accurate information to them by organising regular briefings, bilateral meetings and missions
  • Develop and implement public partnership engagement plans to ensure timely and cost-effective delivery of results, in accordance with UNICEF’s partnership strategy and in close collaboration with the LCO private partnership team
  • Develop and maintain deep knowledge and familiarity with current and prospective partners and relevant stakeholders
  • Contribute to a mapping/database of key contacts and to UNICEF’s base of knowledge on partnership and resource mobilisation
  • Gather research on target countries to assess their resource mobilisation potential
  • Seek and promote new partnerships by working with UNICEF colleagues to identify partnership and resource mobilisation needs
  • In collaboration with the representative, deputy representative, chief communication and PRIME, contribute towards the development and implementation of Lebanon resource mobilisation strategies with donor governments, UN agencies and inter-governmental institutions, private sector and innovating financing opportunities

Requirements

  • Advanced university degree in International Relations, Political Science, Communications, International Development, or another relevant technical field
  • Eight years, minimum, of professional experience in public affairs, programme management, resource mobilisation, external relations, or another relevant area
  • Excellent communications skills (verbal and written)
  • Diplomatic communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders
  • Authoritative knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation
  • Experience in the regional context is an asset
  • Extensive knowledge of practices in (public) partnership development and donor relations
  • Demonstrated ability to formulate new approaches in respect of resources management and outreach-related activities
  • In-depth familiarity with political and governmental processes and donor relations
  • Fluency in English
  • Knowledge of another official UN language, particularly Arabic and/or French, is considered an asset
