United Nations International Children’s Emergency Fund (UNICEF) is seeking applications from eligible applicants for the post of Programme Specialist.

Responsibilities

  • Develop a strategy for effective use of U-Report information, focusing on ensuring reports are directed to appropriate duty bearers and officials at the local level for follow-up
  • Identify technical strategy for the establishment of the U-Report in Nigeria
  • Lead and facilitate negotiations with local providers (cell companies and other digital technology providers)
  • Work with government counterparts, including ministry focal points, and local governments, to constructively engage them in the campaign potentially through establishment of the U-Report steering committee or interaction with the defined focal points at geopolitical areas
  • Engage youth organisations, community-based and faith-based organisations, including building their capacity and supporting efforts to integrate U-Report into their general work and effectively utilise data
  • Coordinate with UNICEF, its partners and software development teams to advise them on modifications to the existing web platform (both public-facing and administrative)
  • Work with the Generation Unlimited, communications and C4D sections at UNICEF to design and run both national and sub-national communication campaigns across all media outlets (print, radio and TV), as well as strategies for reaching and increasing youth participation and dialogue
  • Coordinate with other similar campaigns in the country to harmonise rollout
  • Monitor the U-Report administrative website and supervise the monitoring and communication activities of the partners (youths, community and faith-based organisations)
  • Facilitate and update the U-Report website regularly
  • Liaise with the focal points within the country office to ensure programme integration and SMSs are reviewed and approved before being sent out
  • Train new partner focal points on how to monitor the website
  • Devise and implement strategies to integrate U-Report information into programmatic aspects of UNICEF and government of Nigeria
  • Conduct monitoring, analysis and evaluation aspects of U-Report Nigeria

Requirements

  • Advanced university degree in Computer Science, Business, Marketing, or a related field
  • Five years, minimum, of relevant work experience at the national and/or international level
  • Knowledge of the local language of the duty station
  • Knowledge of the latest developments and technology in related field
  • Computer skills, including internet navigation and various office applications
  • Ability to work in a multicultural environment and establish harmonious and effective working relationships
  • Fluency in English and another UN language
  • Nationality of Nigeria
