United Nations International Children’s Emergency Fund (UNICEF) is seeking applications from eligible applicants for the post of Planning and Monitoring Officer.

Responsibilities

  • Provide technical assistance and quality assurance in programme planning and coordination for the UNICEF Sierra Leone country programme, particularly to bring coherence, synergy and added value across thematic and territorial strategies, and contribute to the humanitarian-development nexus, coordinate the preparation of official documents related to programme planning and monitoring of the Country Programme and Humanitarian Action for Children, and support the design and implementation of programme planning exercises
  • Provide technical support for the knowledge management function of the Country Programme and Humanitarian Action for Children
  • Analyse humanitarian and programme-related issues and policies from a children and women’s rights perspective, using results-based management and equity approaches to programme design, as well as support information flow across field offices and teams, particularly on the humanitarian response, ensuring lessons learnt are used to improve programme coherence, quality implementation and integrated programme strategies
  • Monitor programme implementation progress and compliance, including humanitarian funds, review and applied criteria for funds allocations and monitor the effective allocation and disbursement of programme funds of the country programme as well as support quality partnership management and make appropriate recommendations or take actions to optimise use of programme funds and strengthen partnership management and ensure quality and timely reporting to donors and contribute to project proposal writing for enhanced programme resource mobilisation outcomes
  • Carry out a rigorous and transparent approach to programme monitoring and reporting, supporting regular programme coordination internally across UNICEF teams, and with partners, coordinate and document annual sector review meetings with government counterparts and partners, support the preparation of quality annual programme reports as well as participate in the preparation of programme reports
  • Support rights-based programmes approaches in the formulation of programme and humanitarian goals, strategies and implementation frameworks including assisting in the strengthening of quality of child rights-based programmes

Requirements

  • University degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or a related field
  • Specialised training in planning and programme/project management
  • Two years, minimum, of relevant professional work experience, including field work experience in planning and programme/project management
  • Experience in designing and managing planning and analytical tools in complex organisational settings
  • Quantitative skills and demonstrated capacity to manage, synthesise and analyse information from different data sources
  • Excellent report writing skills
  • UN experience is a plus
  • Humanitarian experience, especially on migration issues, is also considered an asset
  • Fluency in English
  • Knowledge of another official UN language is considered a plus
  • Nationality of Sierra Leone
