United Nations International Children’s Emergency Fund (UNICEF) is seeking to fill the role of Local Governance and Decentralisation Specialist.

Responsibilities

  • Lead efforts to increase and enhance access to reliable and affordable social services, policy adherence at the local level and promotion of community participation in local governance decision making, supporting participatory and accountable local governance
  • Provide leadership and technical expertise in local governance areas and work closely with the relevant regional and municipality authorities in local level planning and monitoring for results within the Commune Development Plans (CDPs)
  • Lead in the design and formulation of support to decentralised structures, cutting across all sectors, and working with local government authorities and other development partners in the design and coordination of approach
  • Prepare documentation for programme reviews and analytical statements on progress and constraints of country programme outcome and output results
  • Strengthen relationship and enhance coordination with key actors in the regional and municipality public agencies across relevant actors
  • Build and strengthen strategic and mutual partnerships with key regional and municipalities government actors
  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable programme results

Requirements

  • Advanced university degree (master’s degree or higher) in Political Science, Economics, Public Policy, Governance, Public Administration Management, or a related field
  • Five years, minimum, of professional experience in providing policy advice and programme support in the general area of local governance, local development and decentralisation in different development contexts
  • Strong experience in providing technical assistance to local governments, including through participatory approaches
  • Knowledge of the legal and regulatory frameworks for local governance
  • Understanding of local governance structure, government policies, guidelines, legislation, rights-based approach and programming
  • Understanding of UN mission and system and international code of conduct
  • Gender equality and diversity awareness
  • Fluency in English and French
  • Nationality of Cameroon
