United Nations International Children’s Emergency Fund (UNICEF) is seeking applications from eligible applicants for the post of Human Resources Officer.

Responsibilities

  • Implement best and cutting-edge practices in HR management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge learnt
  • Provide support to hiring managers in career development, performance management, data analytics, learning and development, etc., to help in implementing efficient client services that help either attract, retain and/or motivate staff of the highest caliber
  • When assigned casework in the relevant area on either a routine or non-routine basis, analyse and synthesise issues and problems, and interpret established, formal guidelines to address and recommend solutions or further actions required
  • Collaborate with business owners, support the design and delivery of learning plans for staff
  • Serve as secretary to the Human Resource Development Committee (HRDC)
  • Review at the end of each year the office’s achievement with regard to the annual learning/training plan and activities, highlighting success, weaknesses and challenges and draft a report, including recommendations, for consideration in the preparation of the annual learning plan
  • Contribute to the mapping of competencies for all staff included in the assigned client portfolio, assisting in the development of a comprehensive framework in support of the development of the talent pipeline
  • Develop and implement structured approach to career development counselling
  • Research on efficient and cost-effective learning products which enable staff to develop their skills and competencies

Requirements

  • University degree in Human Resource Management, Business Management, International Relations, Psychology or another related field
  • Additional training in organisational learning and development is an asset
  • Two years, minimum, of relevant professional experience in HR management with a focus on learning and development, performance management and career development
  • Experience with UNICEF/UN agencies or international institutions (highly desirable)
  • Fluency in French and English
  • Knowledge of the local language of the duty station (highly desirable)
  • Nationality of Mali
