United Nations International Children’s Emergency Fund (UNICEF) is seeking to fill the role of Emergency WASH Specialist.

Responsibilities
- Ensure appropriate coordination mechanisms among all WASH humanitarian partners at Shire level and with the national WASH cluster/coordination platform are in place, including effective links, communication and information management
- Compile, analyse and keep up-to-date information on humanitarian WASH partners, their capacities and interventions at sub-national level
- Identify core WASH advocacy concerns, including resource requirements, and convey these to the WASH cluster coordinator, local authorities, UNICEF, UNHCR, OCHA and other national WASH cluster partners
- Ensure effective and coherent WASH assessment and analysis, including identifying and closing gaps, involving all relevant partners, ensuring complementarity of their actions and identifying opportunities for collaboration that can contribute to the improvement of the humanitarian situation
- Ensure effective links with other clusters or sectoral coordination platforms at sub national level as well as with local authorities and stakeholders
- Provide sector reports and updates to WASH cluster at national level
- Assist with WASH outcome reporting and effective information sharing to demonstrate the closing of gaps
- When necessary, highlight specific issues for the attention of the WASH cluster coordinator and cluster partners to ensure priority and corrective measures are taken
- Build and sustain effective close working partnership with relevant government counterparts, OCHA, other clusters, donors, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on WASH in emergency programmes
- Prepare input for appeals and updates related to emergencies
- Work with programme sections and senior management to mobilise donor response and recovery/rehabilitation-related funding
- Communicate and advocate on the situation and needs of children through local and international media
- Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders on WASH in emergencies and to support the implementation and delivery of concrete and sustainable programme results
- Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects
- Support the identification of capacities needed for implementing WASH response by partners and stakeholders and, in collaboration with the national WASH cluster, deliver training of WASH humanitarian personnel and capacity building of humanitarian partners
Requirements
- Advanced university degree (master’s degree or higher) in Health Promotion, Education, Civil or Public Health Engineering, Public Health (MPH) or Environmental Health
- First degree in a relevant field with two years of professional experience may be accepted in lieu of the advanced university degree
- Five years, minimum, of experience with either the UN and/or an NGO
- Experience of responding in first phases of emergency
- Experience of coordinating peers as well as managing a team
- Fluency in English (verbal and written), and a working knowledge of the local language will be an asset
- Nationality of Ethiopia
